Manchester Street Cordons, Ghost Buildings, 5 Months Post Darfield Quake

Manchester St focus. 28.01.11. The 4 Sept 2010, M7.1 Darfield Quake caused huge damage to Manchester St & crossings in Christchurch CBD: unstable, hazardous bldgs steel mesh fence cordoned. Over the next 5 months, thousands of aftershocks caused more quake damages, with more steel mesh fence cordons placed on streets & pavements to protect pedestrians & vehicle traffic from unstable bldgs. Cordons obstructed traffic, pedestrians & stopped business. Why did authorities keep unstable bldgs standing, closed, cordoned so long, without demolitions? Result: There would be many lethal, unstable bldgs in Christchurch CBD when the 22.02.11 Killer Quake struck.

28.01.11. Five months post Sept 4 Darfield Quake & a month post Boxing Day Quake, Manchester St had more steel mesh fence cordons than Colombo St, Sydenham, which was also badly damaged by the Sept 4 Darfield Quake. I trekked Manchester St from Bealey Ave to Moorhouse Ave to take snaps.

Pre quakes, Manchester St was memorable for its many, old, brick & stone bldgs in poor condition. Rentals cheap, bldgs nasty. In part of Manchester St Red Light Strip, between Peterborough St & Kilmore St, St Lukes Anglican Church ghost was still gable patched, 5 months post Sept 4 Darfield Quake. Oamaru whitestone rubble in church yard, steel mesh fence cordoned.

Post 22.02.11 Killer Quake, St Lukes would be deconstructed, euphemism for slower demolition, saving some items, like roof tiles, wood, altars, rose windows, memorial brasses...

Kilmore St: Sept 4 Darfield Quaked, Repertory Theatre ghost: Like many old, brick, 2 storeys in Christchurch CBD, Repertory Theatre ground floor stayed intact during quakes, but the upper storey, brick, facade toppled onto the pavement. Manchester St Bridge over Avon River: Retour Restaurant ghost would be demolished in 2012 after serial quake damages. Retour Restaurant's copper dome would lie exposed on Avon River bank until covered in plastic, 2015. 2020-21. Edmonds Band Rotunda would be rebuilt, the original copper dome on top.

For insurance claims purposes EQC used the Sept 4 Darfield Quake date & dates of 4 aftershocks for EQC claims deadlines: 4 Sept quake; 19 Oct; 14 Nov; 26 Dec; 20 Jan.

20 Jan 2011, desensitized to aftershocks, our family slept through big aftershocks that night. Thousands of aftershocks had weakened Christchurch bldgs & infrastructure. When the 22.02.11 Killer Quake would strike, weakened infrastructure, housing, CBD bldgs would collapse in a dust cloud.

Five months post Sept 4 Darfield Quake, after thousands of aftershocks, many Manchester St bldgs still looked "normal," but were unstable death traps ready to collapse. CD, cops, soldiers had cordoned bldgs, inspectors had inspected bldgs, plastering them with red, yellow, green stickers, USAR had spray-painted colourful graffiti on bldgs, but the bldgs were unsafe. Ghosts were steel mesh fence cordoned, many tarped, boarded, braced with wooden or steel props.

Manchester St / Gloucester St: Despite steel reinforcement rods on walls, the brown, 2 storey ghost had a boarded brick side wall, boarded brick parapet. Yellow, High-Vis vested workman on a scissor-lift fixed a blue tarp on another damaged brick parapet. Orange, plastic, road cones. Steel mesh cordon. 30 km/h speed limit sign. NO ENTRY signs detoured southbound traffic away from Manchester St. Northbound traffic continued one-way up Manchester St. Little did we know, citizens would endure traffic detours for many years, due to more quakes, post quake demolitions, road repairs. The bldg would be demolished post 22.02.11 Killer Quake.

Manchester St: Several old, brick, 2-3 storey ghosts, steel mesh fence cordoned, like The Civic, Druids Buildings... Pre-quakes Luke had done a high school drumming gig at The Civic, red stickered. Those ghosts would be demolished post 22.02.11 Killer Quake.

Manchester St / Worcester St: Ground Zero, where Sept 4 Darfield Quake, NZTV news had broadcasted for a week during the State of Emergency. Bldgs steel mesh fence cordoned. NO ENTRY signs detoured traffic from southbound Manchester St. A sign on the weedy demolition site stated a new bldg (Westende House) was planned & solicited lessees. Another sign stated Westende Jewellers had relocated from the demolished site.

Ghosts seen from Manchester St / Worcester St would be demolished post 22.02.11 Killer Quake. Octagon Restaurant / Trinity Church orange, plastic road coned, steel mesh fence cordoned, scaffolded, wood boarded, stone tower steel braced. Octagon Restaurant tower would collapse in the 22.02.11 Killer Quake, but the rest of the bldg would survive the 2011 quakes, dilapidated, boarded for years, awaiting restoration.

Manchester St / Hereford St: After Boxing Day aftershocks, Manchester Courts was a 5 storey mound of demolition rubble, razor wired, steel mesh fence cordoned, detour signs, orange, plastic, road cones blocking Manchester St pedestrian / road traffic. When I again trekked past Manchester Courts demolition site, a digger drilled foundation concrete, causing Manchester St to shudder underfoot, like quakes. The drilling did no good to surrounding unstable bldgs. A month later most Manchester Courts rubble would be gone. Weakened neighbouring bldgs, like Sullivans, would be trashed in the 22.02.11 Killer Quake & demolished by CERA.

27.01.11. Manchester St: I picked up Luke. For the first time since the 04.09.10 Darfield Quake, I could drive only northbound up Manchester St, past many steel mesh fence cordoned ghosts. Manchester St was mostly back to "normal," cordoned, two-way traffic, but was one-way northbound from Cashel St to Gloucester St, due to many CBD fence cordons obstructing traffic. Orange, plastic, road cones, poles & barriers aggravated Manchester St mess.

3 bldgs had been completely demolished along Manchester St since the 04.09.10 Darfield Quake. 2 more bldgs were being demolished: Manchester Courts, Lone Star. One demolished bldg site between Tuam St & St Asaph St had been turned into a gravel carpark.

Some Manchester St businesses had persevered with trade, like Rockshop, despite nearby demolition cordons restricting business. I didn't know then, I was trekking a CBD soon to be destroyed by the 22.02.11 Killer Quake & demolished by CERA. Manchester St ghosts would be demolished post 2011 quakes. Examples: National Library, St Lukes Anglican Church, Verkerks, The Civic, Manchester Courts (demolished pre 2011 quakes) Shooters, Majestic Theatre, ANZ Bank Chambers, Peaches & Cream, Theme Basics, Cokers Backpackers... Manchester St: Many sanitized, Sept 4 Darfield Quake damages could still be seen on bldgs, plastic tarps protecting damaged roofs, chimneys; some repairs to windows, parapets, gables; many boarded windows; bldgs wood braced or steel braced against aftershocks; bldgs scaffolded, few workmen doing precious little.

Five months post 04.09.10 Darfield Quake, the slow pace of repairs & rebuilds was due to bldg owners waiting for aftershocks to subside & for insurers to cough up. Given slow EQC claims settlements, owners would wait a long time. EQC's 26.01.11 The Star report showed that out of 173 599 claims, EQC had only completed 19% of claims, without EQC explaining what "claims complete" meant. Given the slow pace of claims settlements, repairs & rebuilds, obstructive cordons would become another symbol of Christchurch quakes for years.

Despite Manchester St cordons, quake recovery was laughable, as media reported about Heritage hailers, but little rebuild. Recovery would depend on money supply, bldg resources, skilled construction workers.

The 22.02.11 Killer Quake would devastate Christchurch. Thereafter, Christchurch CBD would be NZDF cordoned / red zoned for 28 months. Citizens would be banned from the red zone, on pain of arrest. Only NZ National govt / CERA approved contractors would be allowed entry, with CERA passes. Apartheid would reign supreme in Christchurch CBD. Many CERA demolitions would occur, both sides of Manchester St. Years before Christchurch CBD recovered.
