Manchester St focus. 28.01.11. The 4 September 2010, M7.1 Darfield Quake caused huge damage to Manchester St & crossings in Christchurch CBD: unstable, hazardous buildings steel-mesh-fence-cordoned. Over the next five months, thousands of aftershocks caused more damages, with more steel-mesh-fence-cordons placed on roads & footpaths to protect pedestrians & vehicle traffic from unstable buildings. Cordons obstructed traffic & pedestrians & stopped business. Why did authorities keep unstable buildings standing, closed, cordoned so long, without demolitions? Result: There would be many lethal, unstable buildings in Christchurch CBD when the 22 February 2011 quake struck.

Pre-quakes, Manchester St was memorable for its many, old, brick & stone buildings in poor condition. Cheap rentals, nasty buildings. In part of Manchester St Red-Light-Strip, between Peterborough St & Kilmore St, St Lukes Anglican Church ghost was still gable-patched, five months post 4 September 2010 quake. Post 22 February 2011 quake, St Lukes would be deconstructed, euphemism for slower demolition, saving some items, like roof-tiles, wood, altars, rose-windows, memorial-brasses...

Manchester St Bridge over Avon River: Retour Restaurant would be demolished in 2012 after serial quake damages. Retour Restaurant's copper-dome would lie exposed on Avon River bank until covered in plastic, 2015. 2020-21. Edmonds Band Rotunda would be rebuilt, the original copper-dome on top.

For insurance claims purposes EQC used the 4 September 2010 quake date & dates of four aftershocks for EQC claims deadlines: 4 September; 19 October; 14 November; 26 December; 20 January 2011.
20 January 2011, desensitized to aftershocks, our family slept through big aftershocks that night. Thousands of aftershocks had weakened Christchurch buildings & infrastructure. When the 22 February 2011 quake struck, weakened infrastructure, housing, CBD buildings would collapse in a dust-cloud.
Five months post 4 September 2010 quake, after thousands of aftershocks, many Manchester St buildings still looked "normal," but were ruins ready to collapse. CD, cops, soldiers had cordoned buildings, inspectors had inspected buildings, plastering them with red, yellow, green-stickers. USAR had spray-painted colourful graffiti on buildings, but the buildings were unsafe: steel-mesh-fence-cordoned, many tarped, boarded, braced with wooden or steel props.
Manchester St / Gloucester St: Despite steel reinforcement-rods on walls, a brown, two-storey building had a boarded brick side-wall, boarded brick-parapet. Yellow, High-Vis vested workman on a scissor-lift fixed a blue-tarp on another damaged brick-parapet. Orange-plastic-road-cones. Steel-mesh-cordon. 30 km/h speed-limit sign. NO ENTRY signs detoured southbound traffic away from Manchester St. Northbound traffic continued one-way up Manchester St. Little did we know, we would endure traffic-detours for many years, due to more quakes, post-quake demolitions, road repairs. The brown building would be demolished post 22 February 2011 quake.

Manchester St / Hereford St: After Boxing Day aftershocks, Manchester Courts ruin was a five-storey mound of demolition rubble, razor-wired, steel-mesh-fence-cordoned, detour-signs & orange-plastic-road-cones blocking Manchester St pedestrian / road traffic. When I again trekked past Manchester Courts demolition-site, a digger drilled foundation-concrete, causing Manchester St to shudder underfoot, like quakes. The drilling did no good to surrounding ruins. A month later most Manchester Courts rubble would be gone. Weakened neighbouring buildings, like Sullivans, would be trashed in the 22 February 2011 quake & demolished by CERA.

Manchester St: Many sanitized, Sept 4 Darfield Quake damages could still be seen on bldgs, plastic tarps protecting damaged roofs, chimneys; some repairs to windows, parapets, gables; many boarded windows; bldgs wood braced or steel braced against aftershocks; bldgs scaffolded, few workmen doing precious little.

Several businesses closed, lights off, shops empty. Five months post Darfield Quake, signs on cordon fences & business windows attested to relocated businesses. There were many patch repairs on Manchester St bldgs, no rebuilds.

Five months post 04.09.10 Darfield Quake, the slow pace of repairs & rebuilds was due to bldg owners waiting for aftershocks to subside & for insurers to cough up. Given slow EQC claims settlements, owners would wait a long time. EQC's 26.01.11 The Star report showed that out of 173 599 claims, EQC had only completed 19% of claims, without EQC explaining what "claims complete" meant. Given the slow pace of claims settlements, repairs & rebuilds, obstructive cordons would become another symbol of Christchurch quakes for years.

Despite Manchester St cordons, quake recovery was laughable, as media reported about Heritage hailers, but little rebuild. Recovery would depend on money supply, bldg resources, skilled construction workers.
The 22.02.11 Killer Quake would devastate Christchurch. Thereafter, Christchurch CBD would be NZDF cordoned / red zoned for 28 months. Citizens would be banned from the red zone, on pain of arrest. Only NZ National govt / CERA approved contractors would be allowed entry, with CERA passes. Apartheid would reign supreme in Christchurch CBD. Many CERA demolitions would occur, both sides of Manchester St. Years before Christchurch CBD recovered.
