4 Sept 2010: The 7.1 magnitude quake caused huge damage to Manchester St & crossings in Christchurch CBD, with unstable, hazardous bldgs fence cordoned. Over the next 5 months, thousands of aftershocks caused more quake damages, with more fence cordons placed on streets & pavements to protect pedestrians & vehicle traffic from unstable bldgs.

In effect cordons obstructed traffic & pedestrians & stopped trade. Gotta ask why authorities kept unstable bldgs standing, closed & cordoned so long, without demolitions? Result of that negligence: There were many lethal, unstable bldgs in Christchurch CBD when the 22.02.11 quake struck.

28.01.11. Five months post Sept 4 quake, Manchester St in Christchurch CBD had more cordons than Colombo St, Sydenham, which was also badly damaged by the Sept 4 quake. I walked down Manchester St from Bealey Ave to Moorhouse Ave for a look.

Pre quakes, Manchester St was memorable for its many, old, brick bldgs in poor condition. Rentals were cheap & nasty. In part of Manchester St Red Light Strip, between Peterborough St & Kilmore St, St Lukes Anglican Church was still patched & fence cordoned 5 months post Sept 4 quake. Post 22.02.11 quake, St Lukes was deconstructed, euphemism for slow demolition & salvage.

Deconstruction was demolition by stealth. A deconstructed bldg was still razed, by a slower process, saving some items, like roof tiles, wood, altars, rose windows, memorial brasses, etc. Meanwhile deconstruction companies / demolishers made mega-bucks from gullible church authorities, over the longer time needed for deconstruction.

From Manchester St Bridge over Avon River, I coolpixed quake damaged Retour Restaurant, which was demolished in 2012 after serial quake damages. Retour Restaurant's copper dome lay exposed on Avon River bank until it was covered in plastic in 2015.

For insurance claims purposes the EQC used the quake date & dates of 4 spectacular aftershocks as bases for EQC claims deadlines: 4 September earthquake; 19 October aftershock; 14 November aftershock; 26 December aftershock; 20 January aftershock.

By 20 Jan 2011 we were desensitized to aftershocks, wife, sons & I slept through big aftershocks that night.

Thousands of aftershocks weakened Christchurch bldgs & infrastructure, so when another big quake struck, like the deadly 22.02.11 quake, infrastructure, bldgs & CBD collapsed in a dust cloud.

Five months post Sept 4 quake, after thousands of aftershocks, Manchester St bldgs may have looked "normal," but many were unstable death traps ready to collapse.

I continued wandering down Manchester St to Gloucester St crossing & coolpixed quake damaged bldgs. Many would be demolished post 2011 quakes. Some quake damaged bldgs were fence cordoned. Many were, tarped, boarded & braced with wooden or steel props.

Manchester St / Gloucester St crossing: Fence cordons & road signs detoured southbound traffic away from Manchester St. Northbound traffic continued one-way up Manchester St. Little did we know that citizens would have to endure traffic detours for many year to come, due to post quake demolitions & road repairs.

On Manchester St / Worcester St corner, at Ground Zero, where Sept 4 quake, NZTV news was broadcast for a week, a sign on the weedy demolition site stated a new bldg (Westende House) was planned & solicited lessees. Another sign stated Westende Jewellers had relocated from the demolished site.

Most of the bldgs seen from Manchester St / Worcester St crossing would be demolished post 2011 quakes. Octagon Restaurant (Trinity Church) sans tower, would survive the 2011 quakes, but would stand dilapidated & boarded for years.

Post 04.09.10 quake, during the state of emergency I'd walked several shrinking CBD cop / NZDF / Civil Defence cordons, revolving around Manchester St. Thereafter I returned to Manchester St shifting cordons to coolpix Manchester Courts demolition & cordons.

After Boxing Day aftershocks, Manchester Courts was a 5 storey mound of demolition rubble, with cordon fences & detour signs blocking Manchester St pedestrians & road traffic. A month later most of the rubble was gone.

When I wandered past Manchester Courts demolition site, a digger drilled foundation concrete, causing Manchester St to shudder underfoot, like quakes. I doubted the drilling did good to surrounding unstable bldgs.

Those weakened bldgs were trashed in the 22.02.11 quake.

27.01.11. I picked up Luke on Manchester St, & for the first time since the 04.09.10 quake, I could drive only northbound up Manchester St, past many fence cordons, by quake damaged bldgs. Manchester St was mostly back to "normal," cordoned, two-way traffic, but was one-way northbound from Cashel St to Gloucester St, due to many CBD fence cordons obstructing traffic. White & orange plastic, traffic cones, poles & barriers aggravated Manchester St mess.

I found 3 bldgs were completely demolished along Manchester St since the 04.09.10 quake, & 2 more bldgs were being demolished: Manchester Courts & Lone Star. One demolished bldg site between Tuam St & St Asaph St was turned into a gravel car park.

Some Manchester St businesses had persevered with trade, like Rockshop, despite nearby demolition cordons severely restricting business.

I didn't know then, I was wandering a CBD soon be destroyed by the 22.02.11 quake & demolished by CERA. Most Manchester St bldgs in the CBD would be demolished post 2011 quakes. To mention a few: National Library, St Lukes Anglican Church, Verkerks, The Civic, Manchester Courts (demolished pre 2011 quakes) Shooters, Majestic Theatre, ANZ Bank Chambers, Peaches & Cream, Theme Basics, Cokers Backpackers...

The demolition area, between Manchester St & Madras St, was doomed to become CERA's East Frame.

Many sanitized, Sept 4 quake damages could still be seen on Manchester St bldgs, with plastic tarps protecting damaged roofs & chimneys; some repairs to windows, parapets & gables; many boarded windows; bldgs wood braced or metal braced against aftershocks; bldgs scaffolded, with few workmen doing precious little.

Several businesses were closed, lights off, shops empty. Five months post quake, signs on cordon fences & business windows attested to relocated businesses. I saw many patch repairs on Manchester St bldgs, but no rebuilds.

Five months post 04.09.10 quake, the slow pace of repairs & rebuild was due to bldg owners waiting for aftershocks to subside & for insurers to cough up. Given slow EQC claims settlements, owners would wait a long time.

EQC's 26.01.11 The Star report showed that out of 173 599 claims, EQC had only completed 19% of claims, without EQC explaining what "claims complete" meant.

On my walk down Manchester St, by many quake damaged bldgs, I passed many cordon fences obstructing pedestrians & vehicle traffic. Given the slow pace of claims settlements, repairs and rebuild, those obstructive cordons would stay a long time.

Manchester St bldgs: Closed, empty bldgs, hazardous unstable bldgs, relocated businesses, demolition sites, slow repairs & no rebuild. Hazardous cordons blocked bldgs, pedestrians & vehicle traffic. Many unstable, old bldgs along Manchester St needed quake strengthening. No wonder Manchester St was the red light zone, so many sleazy, old bldgs.

Quake recovery was laughable, as media reported about heritage fanatics, but little rebuild. Recovery depended on availability of money, bldg resources & skilled construction workers.

The deadly 22.02.11 quake would devastate Christchurch. Thereafter, Christchurch CBD was NZDF cordoned / red zoned for 28 months. Citizens were banned from the red zone, on pain of arrest. Only govt / CERA approved contractors were allowed entry, with CERA passes. Apartheid reigned supreme in Christchurch CBD. Many CERA demolitions occurred, both sides of Manchester St & it would be years before Christchurch CBD recovered.
