Hereford St: I wanted to see 4 September 2010 damage & Boxing Day 2010 damage, by trekking an inner-city circuit: Hereford St, Stanmore Rd, Worcester St to Latimer Sq, Madras St, detouring along Lichfield St & Barbadoes St back to Hereford St. My circuit passed shabby, old, damaged houses & newer, upmarket houses, undamaged, especially in Hereford St & Worcester St.

We knew sections of Stanmore Rd & Worcester St well: In the mornings, after I dropped Luke off at Sullivan Ave tech, I drove Stanmore Rd / Worcester St crossing, badly damaged by the 4 September 2010 quake, steel-mesh-fence-cordoned, closed, relocated shops. Off Stanmore Rd, Leah taught at Jean Seabrook Memorial School, London St.

Many of the ruined-shops were steel-mesh-fence-cordoned. East side of the crossing, two-storey, Whiteware & Furniture, side-wall, brick-parapet toppled into a one-storey shop with collapsed-roof. West side of the crossing, one-storey Wicks Fish continued business-as-usual, a neighbour's two-storey $4 Shop also open, but tarped for months, a side-wall, brick-parapet teetering over Wicks Fish. Yet, after Council & EQC inspections, business continued in Wicks Fish & next-door $4 Shop & Lakes Chemist, despite the parapet-collapse-warning down the road. Two people would be killed by the 22 February 2011 quake in Wicks Fish. No one in Council nor EQC would be held responsible for inspections between 4 September 2010 quake & 22 February 2011 quake.

But a public Memorial-Service in Hagley Park would invite prince William Windsor, with media hype about heroes, firemen, USAR / TF & cops. Later, a Royal Commission-of-Inquiry & a Coroner's-Inquest  would inform grieving families about thir dead loved ones.

Council would construct a Memorial-Cemetery for unfound-victims (crushed, incinerated) in Avonhead Cemetery, walking distance from our Burnside home. For two years post 22 February 2011 quake, there would be annual memorial-services, photo-ops for local & NZ government politicians, National & Labour. It would be six years before a permanent Memorial-Wall for 22 February 2011 quake victims would be constructed beside Avon River by Montreal St Bridge.

Worcester St / Tancred St: Jake worked at Under The Red Verandah restaurant. In 22 February 2011 quake, an Under The Red Verandah building would collapse next to Jake. Further down Worcester St, two people would be killed by the 22 February 2011 collapsed Wicks Fish. Why did authorities dither about demolitions post 4 September 2010 quake?

Worcester St: "Are you here about the earthquake?" asked a grey-haired woman, while I coolpixed her damaged house. She was peeved, waiting more than five months post 4 September 2010 quake for an insurance-assessor to assess her house. Nearby were several damaged, one-storey / two-storey, weatherboard houses, some being repaired. Others were trashed, either uninsured, or awaiting slow repairs. One wooden house had shattered, brick-chimneys both sides of the iron-roof. The chimneys had teetered for five months. Another house-chimney was black-plastic-wrapped. A two-storey, wooden-house: its brick-chimney was separated from the wall.

Worcester St / Fitzgerald Ave: One-storey Avenue Dairy open. One-storey Hair City closed, steel-mesh-cordoned.

Across Fitzgerald Ave, Worcester St: Another two-storey house: its brick-parapet was black-plastic-wrapped. Semi-detached, two-storey wooden-houses: they were wood-boarded / braced & had a brick-firewall. A one-storey house had a cracked sidewall & a cracked brick-parapet.

Hereford St / Madras St: Steel-mesh-fence-cordoned, St Johns Anglican Church ruin had a patched-roof. The greystone, belfry-tower was kaput. Greystone, rubble-heaps were everywhere. Weeds, leaves & overgrown grass were everywhere. North transept gable & rose-window was boarded. Greystone nave: north green-door, red-stickered, gable-stones fallen. Nave west wall: steel-braced, Madras St side. (St Johns would be trashed by the 22 February 2011 quake & demolished. Shigaru Ban's Cardboard Cathedral would be built on site). Madras St: I trekked past Arrow House & CTV multi-storey, not knowing CTV would collapse & burn in the 22 February 2011 quake, killing 115 people. CTV & Arrow House would be demolished post 22 February 2011 quake. 2019. Liverpool Terraces would rise on Arrow House demo-site.

Madras St / Cashel St crossing: Diagonally opposite CTV, St Pauls Trinity Pacific Presbyterian Church ruin was scaffolded, being repaired. One dome was black-plastic-tarped. St Pauls would be trashed by the 22 February 2011 quake & demolished.

During my circuit, five months post 4 September 2010 quake, I saw many collapsed walls, collapsed parapets, crushed roofs; patch-repaired roads & buildings; damaged, tarped-chimneys; patched-roofs after chimney-demolitions; tarped-roofs; walls-braced by wood, or steel, or both; boarded- roofs, boarded-walls, boarded-windows; demolition-sites; rubble; closed-shops; scaffolded-buildings; fence-cordoned buildings; obstructed pedestrian & vehicle traffic.

Hereford St: Tilted power-pole. Several damaged brick-chimneys, one clear-plastic-wrapped, awaiting demolition on house roofs. Two- storey house: wood-braced, brick parapet.

The Press, 09.02.11, EQC report:

"As at yesterday, EQC had completed or was close to completing assessments for 60 percent of all claims and had paid out just over $700 million."

"Even so, we are on track to complete all assessments by late March. [Rebuilding would take much longer. EQC's own deadline for the 20 January Aftershock was 20 April!] We have 250 teams in the field at present working 6 days a week and we are confident that we will get through the claims by then. A team comprises a loss adjuster and an estimator working in tandem." [EQC's loss adjusters had only three days' training!]

"Our project manager, Fletcher Construction, has the repair of properties with damage in the around $10 000 to $100 000 bracket well underway. In the coming months EQC and Fletchers will be concentrating on houses with weather tightness issues and those that have lost their sole source of heating. We need to ensure all claimants with building damage go into winter with a property that is warm and dry." [Wishful thinking].

"EQC's total exposures i.e. the combination of contents, building and land claims is 244 089. What we list as a single claim may very well compose sub-claims for contents, buildings and land, [total 178 454 claims at 8 February] each of which tend to be dealt with separately."

"It is similar with payments. Often a single claim will require multiple payments [& time gobbling bumbling]. To date we have made a total of 112 099 payments at a total of $700 million. Given that we estimate the final cost to us as somewhere between $2.5 billion and $3.5 billion, there is obviously a long way to go."

EQC's reported stats showed EQC had 39 031 claims completed out of a total 178 454 claims at 8 February Therefore only 21.87% claims were completed by 8 February. More than five months post-quake, I saw few rebuilds during my trekking around quaked Christchurch.

10.02.11. Thursday 4.16pm, M4.0 aftershock, 9km depth, 20km W of Christchurch. (GeoNet). It grumbled & shuddered while I drank my afternoon tea. Spooked our cat, ears back, fled our lounge.

The Press, 11.02.11, reported that since the 4 September 2010 quake there'd been over 10 000 aftershocks with a cumulative three hours' shaking. Over the past week, MP Brownlee, mayor Parker & others jabbered that rebuilding Christchurch's & Lyttelton's damaged infrastructure & rehabilitating damaged land would take a long time.

The 10 000 aftershocks tally was moot, as a year later the 10 000 quakes total would still be quoted. Never mind 1 000s of quakes in between.

No-one took responsibility for planning & building pre-quake infrastructure & buildings by shores, rivers, estuaries, lakes, swamps, springs, where massive destruction happened. Although a scheme was planned to build underground dams consisting of wooden & concrete piles, against future liquefaction damage, there were no guarantees the dams would work. One of the first bits of damage I'd seen during 4 September 2010 was a wooden power-pole snapped at ground level on Grahams Rd. Never mind wooden-pile failures at Lyttelton Harbour wharfs.

Post 22 February 2011 quake: Although Insurers received earthquake premiums for years when there were no earthquakes, Insurers were reluctant to insure when earthquakes / aftershocks happened. Many years post 22 February 2011, building-owners would still battle EQC & insurers for settlements. Example: The Press article 14.12.22 reviewed court battles between Oxford Tce, multi-storey Rydges Hotel owner & insurer about refurbishing vacant Rydges Hotel, the vacant retail shops & the vacant parking garage below, abandoned on the western edge of Cathedral Sq for over a decade.
