I parked my car in Hereford St, as I wanted to see 04.09.10, magnitude 7.1 quake damage, by walking an inner city circuit - Hereford St, Stanmore Rd, Worcester St to Latimer Sq, Madras St, with a detour along Lichfield St & Barbadoes St back to Hereford St.

My circuit passed shabby, old, quake damaged houses & newer, upmarket houses, not quake damaged, especially in Hereford St & Worcester St.

We knew sections of Stanmore Rd & Worcester St well: In the mornings, after I dropped Luke off at Sullivan Ave tech, I drove across Stanmore Rd / Worcester St crossing, badly damaged by the Sept 4 quake, with cordoned, closed & relocated shops. Further up, off Stanmore Rd, Leah taught at Jean Seabrook Memorial School, London St.

Regarding quake damaged shops at Worcester St / Stanmore Rd crossing, many of the shops were cordon closed. On the east side of the crossing a wall had toppled into a shop, but on the west side of the crossing, Wicks Fish carried on business as usual with a neighbour's $4 Shop also open, but tarped for months & a brick wall teetering over Wicks Fish. Yet, after Council & EQC inspections, business continued as usual in Wicks Fish & neighbouring $4 Shop & Lakes Chemist, despite the horrible collapse warning down the road. Two people were killed by the 22.02.11 quake in Wicks Fish. No one in Council nor EQC have been personally held responsible for that fatal inspection botch up.

I guess post 22.02.11 quake, there'd be many people with guilty consciences, regarding inspections & business as usual in quake damaged, stone & brick bldgs, during the 5 months interregnum between the Sept 4 quake & the fatal Feb 22 quake.

And what did Council & NZ govt do to find inspection culprits? Have a public memorial service in Hagley Park & invite prince William to please adoring yokels, with media hype about all the quake heroes, like firemen & USAR / TF & cops. Throw in a Royal Commission of Inquiry & a Coroner's Inquest to shut up grieving families, then expediently contrite culprits, like long faced engineers, & apologetic cops could crawl back to their holes, knowing they would never be held accountable.

Council quickly produced a memorial cemetery for quake victims in Avonhead Cemetery, walking distance from our Burnside home. For 2 years post 22.02.11 quake, there were annual memorial services, with local & govt politicians descending like vultures on quake trashed Christchurch for photo opportunities. It would be years before a permanent memorial for quake victims would be made. Those fob offs for grieving families were in the future.

Jake worked at Under The Red Verandah restaurant, corner Worcester St & Tancred St. Fortunately none of the bldgs we were associated with were quake damaged. So far.

In the 22.02.11 quake, an Under The Red Verandah restaurant bldg collapsed next to Jake. Further down Worcester St, two people were killed by the 22.02.11 quake collapsed Wicks Fish.

Gotta ask why authorities dithered about demolishing old, quake damaged, unstable, brick / stone bldgs post 04.09.10 quake & many aftershocks? There was more than enough time to demolish crap bldgs before the 22.02.11 quake.

"Are you here about the earthquake?" asked a grey haired woman, while I coolpixed her quake damaged, Worcester St house. She was peeved, having to wait more than 5 months post Sept 4 quake for an insurance assessor to assess her house.

I coolpixed several quake damaged houses on Worcester St. Some were being repaired. Others just stood trashed, either uninsured, or awaiting tardy repairs. One wooden house had quake shattered, brick chimneys on both sides of the corrugated iron roof. The chimneys had teetered for 5 months, awaiting doomsday.

I crossed Fitzgerald Ave & wandered Worcester St towards Latimer Sq in the CBD, where I looked at quake damaged bldgs I'd coolpixed 5 months ago, during the 04.09.10 quake state of emergency. I wandered past serial quake damaged bldgs, which were demolished post 22.02.11 quake.

Quake damaged, St Johns Anglican Church, Latimer Sq: Piles of quake rubble amongst weeds, leaves & overgrown grass, the stone nave, western wall, metal braced, Madras St side. St Johns was trashed by the 22.02.11 quake & demolished. The Cardboard Cathedral was built on site.

I wandered past Arrow House & CTV bldg, Madras St, not knowing CTV bldg would collapse in the 22.02.11 quake, killing 115 people. CTV bldg & Arrow House were demolished post 22.02.11 quake.

Diagonally opposite CTV bldg, Madras St / Cashel St crossing, St Pauls Trinity Pacific Presbyterian Church was scaffolded & being repaired. One dome was black plastic tarped. That crossing witnessed apocalypse in the 22.02.11 quake. St Pauls was trashed by the 22.02.11 quake & demolished.

Serial quake damaged, old stable bldg, corner Madras St & Bedford Row. The old, brick stable was more damaged by the 22.02.11 quake. Heritage fanatics wanted to save the old stable, 7 months post 22.02.11 quake, despite 115 people killed a block away in the collapsed CTV bldg. The old, brick stable was demolished.

During my circuit, as usual 5 months post Sept 4 quake, I saw lots of collapsed walls, parapets & crushed roofs; patch repairs on roads & bldgs; damaged, tarped chimneys; roof patches after chimney demolition; tarped roofs; walls braced by wood, or metal, or both; boarded walls & windows; demolition sites; rubble; closed shops; scaffolded, hedgehog bldgs; cordoned bldgs; obstructed pedestrian & vehicle traffic.

Repairs 5 months post Sept 4 quake? Yes. Little rebuild. Quake recovery MP Brownlee, Council & mayor Parker, govt EQC & private insurers & builders, like Fletcher Construction were slow, fat & unfit.

The Press, 09.02.11, EQC report:

"As at yesterday, EQC had completed or was close to completing assessments for 60 percent of all claims and had paid out just over $700 million."

"And claims continue to be lodged at a rate of hundreds a day. We have received 1 209 additional claims since last Friday, most for damage from the Boxing Day aftershock."

"Even so, we are on track to complete all assessments by late March. [Rebuilding would take a lot longer. EQC's own deadline for the 20 January Aftershock was 20 April!] We have 250 teams in the field at present working 6 days a week and we are confident that we will get through the claims by then. A team comprises a loss adjuster and an estimator working in tandem." [So much for EQC's 3 days training of loss adjusters].

"Our project manager, Fletcher Construction, has the repair of properties with damage in the around $10 000 to $100 000 bracket well underway. In the coming months EQC and Fletchers will be concentrating on houses with weather tightness issues and those that have lost their sole source of heating. We need to ensure all claimants with building damage go into winter with a property that is warm and dry."

Five months post Sept 4 quake, EQC was a fat boy stumbling cross country, huffing & puffing, weak muscles, moaning & groaning, wafting hot air, sweating & smelling, showing neither means, will, nor muscle to fix 1 000s of quake broken chimneys. Never mind thousands of houses needing fixing or rebuilding.

"EQC's total exposures i.e. the combination of contents, building and land claims is 244 089. What we list as a single claim may very well compose sub-claims for contents, buildings and land, [total 178 454 claims at 8 Feb] each of which tend to be dealt with separately."

"It is similar with payments. Often a single claim will require multiple payments [& time gobbling, bureaucratic muddling]. To date we have made a total of 112 099 payments at a total of $700 million. Given that we estimate the final cost to us as somewhere between $2.5 billion and $3.5 billion, there is obviously a long way to go."

Indeed, the longer EQC delayed big settlements, the more interest earned on invested insurance funds. EQC's reported stats showed EQC had 39 031 claims completed out of a total 178 454 claims at 8 Feb. Therefore only 21.87% claims were completed by 8 Feb. And more than 5 months post quake, I saw next to no rebuilds during my drives & walks around quake shattered Christchurch.

10.02.11. Thursday 4.16 pm, 4.0 magnitude aftershock, 9 km depth, 20 km west of Christchurch. (Geonet). It grumbled & shuddered while I drank my afternoon tea. Spooked our cat, ears back, fled our lounge.

The Press, 11.02.11, reported that since the Sept 4 quake there'd been over 10 000 aftershocks with a cumulative 3 hours' shaking. Over the past week, Brownlee, Parker & others jabbered that rebuilding Christchurch's & Lyttelton's quake damaged infrastructure & rehabilitating damaged land would take a long time.

The 10 000 aftershocks tally was moot, as a year later the 10 000 quakes total was still being bandied around. Never mind 1 000s of quakes in the interim.

No one had taken responsibility for planning & building pre quake infrastructure & bldgs by shores, rivers, estuaries, lakes, swamps & springs where massive destruction happened. Although a grand scheme was planned to build underground dams consisting of wooden & concrete piles, against future liquefaction damage, there were no guarantees the dams would work.

One of the first bits of quake damage I saw on Sept 4 was a wooden power pole snapped at ground level on Grahams Rd. Never mind quake caused, pile failures at Lyttelton Harbour wharfs.

Coda: Post 22.02.11 quake, insurers were pathetic - happy to receive earthquake premiums for years when there were no earthquakes, but reluctant to insure when earthquakes / aftershocks happened. Making insurers rich was the point of earthquake insurance, not protecting property owners. More than 4 years post 22.02.11 quake, bldg owners still battled EQC & insurers for settlements.
