That was the totalitarian state of affairs in 2013 Christchurch post quakes, after the CERA Act & CERA's subversion of elected councillors' & mayors' functions by CERA appointees, like boss Sutton & henchman Isaacs & appointed Crown managers. CERA's elected minister Brownlee gave CERA's fiasco a modicum of false democracy, but his bullying harked back to Mussolini's squadrist thugs.
CERA's bureaucratic imposition on Christchurch for 5 years by NZ govt was a disaster, as CERA caused many demolitions and huge delays in rebuilds. Besides antagonizing Christchurch City Council with constant interference, CERA held up private sector rebuilds by offering peanuts to CBD property owners for properties for CERA's Blueprint fantasies. Antagonized property developers took their development money elsewhere, like Auckland, or offshore. CERA failed to get offshore funding for Christchurch rebuild. e.g. CERA failed to get offshore funding from China.
Sunday Afternoon 14.07.13. CERA's Christchurch CBD red zone was a cordoned dead zone for 2 years 4 months. Two weeks ago, NZDF soldiers left Christchurch CBD cordons for good. CERA had allowed military cordons to strangle the life out of Christchurch CBD for 28 months military occupation. CERA had only allowed favoured contractors & demolishers into the CBD. Citizens were banned.
As little went on in CERA's demolition land, in Christchurch core CBD, Hereford St still fence cordoned, a demolition in progress there near Manchester St crossing, I drove around N of Salisbury St, snapping some new rebuilds. CERA's bureaucracy slowed rebuilds in CERA's core CBD, yet outside CER's core CBD new bldgs rose. like along Victoria St.

Victoria St: Near Knox Church ruin, a glassy, retail rebuild was up next to Knox Plaza, post 22.02.11 quake. Across the road Procope ruin still stood, it's side wall covered in loose boards & tatty tarps blowing in the wintry wind. After a few months, tarps & boarding were useless in foul weather, allowing the elements in. As it was a stormy afternoon, rain & hail blew into Procope ruin. While insurers delayed, ruins rotted, awaiting demolition & rebuild.

I preferred "crossings" to "intersections." And there were many crossings in Christchurch.

Victoria St / Salisbury St crossing: A steel frame rebuild was going up on the corner. Further down Victoria St, behind abandoned Victoria Mansions, another rebuild was going up. Both rebuilds post 22.02.11 quake were quickly done by private developers, without CERA's interference.

Block between Salisbury St / Madras St / Bealey Ave: A new glass & concrete box behind Alan Reay Consultants, easily seen from Salisbury St & Bealey Ave. Glass & concrete boxes were de rigueur post quakes & Christchurch would soon be glass & concrete box paradise. Design engineers & architects had lots to answer for such uninspiring bldgs. Never mind boring tilt slabs bldgs going up too.
Alan Reay Consultants was the engineering design firm which designed the CTV bldg, which collapsed & burned in the 22.02.11 quake, killing 115 people. The Royal Commission of Inquiry found Alan Reay was remiss in not supervising his subordinate Harding who designed the CTV bldg. The Commission found Harding was an inexperienced designer.
Despite the Royal Commission of Inquiry findings, Christchurch families & Japanese families, who'd lost loved ones in the CTV bldg collapse, were upset that NZ govt did nothing to prosecute Alan Reay Consultants & hold them accountable for 115 deaths. Meanwhile Alan Reay continued practising in Christchurch (The Press 25.11.13).
The Press 09.01.14 reported that Alan Reay Consultants was renamed Engenium. Directors like Reg Garters distanced themselves & Engenium from Alan Reay's name. Business as usual, despite 115 people killed in the CTV collapse & no one held responsible for those deaths. During our early Halswell days, after our arrival in Christchurch, I remembered Garters playing his guitar at Halswell Anglican church services, an inane grin on his mug.

The shops all had much thicker concrete foundations when compared to pre quakes foundation slabs. Future quakes would have to be mighty powerful to crack the new foundation slabs & force liquefaction mud inside.
Near corner Barbadoes St / Warrington St, next to St Albans Park: An old, wooden surgery was propped on 4 steel crutches, while a small digger & small front-end-loader excavated pre quakes, concrete foundations, for replacement with new, thicker, concrete foundations. The new bldg hoisting technology was developed in response to good bldgs surviving quakes on weak concrete pile foundations, or weak concrete slab foundations, or weak concrete ring foundations. Thus good bldgs could be saved aloft, while new foundations were built beneath them.

Although there were more rebuilds outside CERA's core CBD, I drove home, as wintry weather was too foul to look for more rebuilds.
Tuesday 16.07.13. NZTV One News reported CERA minister Brownlee saying the Human Rights Commission was "dreadfully wrong" querying why CERA's review of 150 red stickered, Port Hills houses was taking so long? Meanwhile 150 homeowners were stopped by CERA from living in their Port Hills homes ever since the 22.02.11 quake - so far 2.5 years. Brownlee's response was that the homeowners should've accepted NZ govt's / CERA red zoning. A NZ govt land-grab.
CERA had repeatedly delayed residential property zonings & proved to be the Anus Mundi in shonky dealings with Cantabrians. Never mind delays by EQC & insurers, regarding repairs & rebuilds, all causing untold anguish for Cantabrians.
It was shameful that Brownlee's CERA delayed zoning dealings, yet Brownlee had recently instigated a Crown manager to deal with Council consents delays till the end of 2014. Brownlee should pull in a Crown manager to deal with CERA's delays, as there were few rebuilds in Christchurch's core CBD. Purchase of CBD Frame land was also bogged down by CERA's low offers. Regarding CERA's vaunted CBD rebuild in CERA's demolition wasteland - What rebuild?
More than 2 years into its regime, CERA had so little to report on its non doings that it filled its latest Greater Christchurch Recovery Update, Issue 23, July 2013, with 12 pages, 3 columns per page, of all the do-gooder helpers out there to help copeless Cantabrians, CERA misleading the lot of course. The above insurers & their shady reinsurers were a rogues' gallery of willful delayers regarding assessments, repairs & rebuilds.
All that CERA did was belatedly produce its Residential Advisory Service. RAS. Ras was the Italian fascist word for boss. (Mussolini's Italy, Life Under the Fascist Dictatorship, 1915-1945, R.J.B. Bosworth).
IAG said in CERA's Update: "IAG is committed to complete all claims within its rebuild and repair programme by December 2015." As some of those claims were from the 04.09.10 quake & many from the 22.02.11 quake, claims should've been completed within a year. Imagine living in a quake crapped house waiting for repair or rebuild for years as proposed by IAG. That was the reality of post quake Christchurch. Many houses still had tatty tarps on roofs; faded, grey boards covering quake damages & faded, grey, wooden braces propping up walls. Insurers were palookas delaying settlements for years & blaming EQC about EQC's slow $100 000 overcap decisions.

Meanwhile Fletchers, also contracted to EQC, had earned a rotten reputation for slow repairs of quake trashed housing. CERA's / EQC's boasting was that 40 000 housing repairs were completed. But that was only half the housing repairs needed to be completed, nearly 2.5 years post 22.02.11 quake.
NZ govt owned a big proportion of Fetchers & EQC was a govt agency, so the combination of Anus Mundi CERA, inept EQC, evasive Fletchers & tardy insurers was a post quake disaster for housing repairs & rebuilds. Canterbury housing repairs & rebuilds were in disarray for years post quakes. Never mind Council's & Housing NZ's slow repairs of Council & state housing. Never mind CCDU's interference with private enterprise in CERA's core CBD & the Frame.

When I worked for DeBeers Koffiefontein mine, SA, 1987-1988, the mine had been closed for several years & was derelict, in a dangerous state, a microcosm of what Christchurch was post quakes - broken company houses; housing, roads & infrastructure needing repairs & rebuilds; private businesses needing restarts in town, next to the mining village; new staff needing to be employed. About 1 000 new employees were needed at the mine at the time. Repairs & rebuilds to the underground mine & above ground plant were needed.
Restarting the mine in 1987, within 6 months DeBeers had sorted out its multiracial staff complement; repaired / revamped old mine houses, Recreation Club & sports facilities in white, black & coloured areas; rebuilt one street of new mining houses & infrastructure for white staff; repaired & / or rebuilt new housing for blacks & coloured staff; revamped & expanded white, black & coloured single workmens' hostels; repaired / rebuilt offices, workshops & plant (above & below ground); restarted mine production safely; restarted private businesses in town.
De Beers private company accomplished that in SA during an apartheid state of emergency (civil war ongoing). The full force of NZ govt & CERA could not do likewise in Christchurch, post quakes 2010-2013, despite states of emergencies & NZDF checkpoints for 28 months?
Sunday 21.07.13, 5.09 pm, 6.5 mag quake, 20 km E of Seddon, 58 km SSW of Wellington, 48 km ESE of Blenheim. (TV OneNews & US Geological Survey). There would be many EQC claims from Seddon, Wellington & Blenheim. As EQC had not got its Christchurch quakes claims sorted, nearly 3 years post 04.09.10 quake, EQC staff would be running around like headless chickens.
Coda. The Press 30.07.13 reported that last year 54 relatives of those killed in the CTV collapse had complained about Alan Reay to the Institute of Professional Engineers NZ, IPENZ. Complainants wanted Reay investigated by IPENZ. Although Reay had been an IPENZ member since 1970, Reay tried to squirm out of an IPENZ investigation using legal action against IPENZ.
Two years since the above post, CERA was useless at even starting building its Blueprint anchor projects, like Convention Centre, Metro Sports Facility, 35 000 seater, covered stadium, East Frame housing... As CERA was disbanding in 2016, on Thursday 02.07.15, PM Key announced the formation of a new govt organization, Regenerate Christchurch to replace CERA, under control of the PM's Office. Brownlee would be boss of Regenerate Christchurch from 2016. A Stuff Co wag dubbed it Degenerate Christchurch.
Disbanded CERA functions would be taken over by Regenerate Christchurch & other central & local govt agencies & departments like: Otakaro Limited; Land Information New Zealand (LINZ); Ministry of Business, Innovation & Employment (MBIE); the Greater Christchurch Group in the Department of Prime Minister and Cabinet; Ministry of Health / Canterbury District Health Board. Given the hotch-potch of CERA functions, no wonder CERA was a disaster.
CERA & Regenerate Christchurch were similar to SA apartheid development corporations - QDC, QwaQwa Development Corporation, TDC, Transkei Development Corporation... where homeland "citizens" had no say in Nationalist govt decrees foisted on them.
NZ National coalition govt would rule Christchurch for years post quakes, with CERA stooges, then Regenerate Christchurch stooges, while Council puppets danced on govt strings. NZ govt tried forcing Council to sell its revenue producing assets like Christchurch Airport & Lyttelton Port to pay off govt foisted, Blueprint anchor projects, millstones round ratepayers' necks.
