Tue 28.06.11. I revisited quaked mired Gayhurst Rd / Locklsey Ave corner, which I'd seen several times since the 04.09.10 quake. More quakes & aftershocks had damaged housing & roads more. The corner by sewage polluted Avon River became derelict, shaken to hell, liquefactioned with deepening mud & neglected when people abandoned quake ravaged houses.

In 2012 the corner, semi-detached house was demolished. By Oct 2013, all the housing by Gayhurst Rd / Locksley Ave corner had been demolished by CERA.

When I visited again, Avon River stop bank had been improved by Council workers, freshly graded. Tar seal patches filled Locksley Ave cracks again.

I parked my car near Gayhurst Rd Bridge & walked along Locksley Ave to Glenarm Tce, both of which were badly damaged in Sept 4 & Feb 22 quakes. Mostly abandoned houses were more damaged by the June 13, magnitude 6.3 quake.

On Gayhurst Rd a sucker truck pulled up to once more unblock drains & sewage pipes, by squirting water into pipes & sucking out liquefaction silt. Fancier sucker trucks had a CCTV unit for checking drains & sewage pipes. Since Feb 22 quake & June 13 quake, sucker trucks unblocked drains & sewage pipes non stop, day & night.

Some insurers said that although home owners' houses may in fact be insured for total replacement, if the house could be repaired then insurance pay out would only be for house repairs. That would cause much bitterness between home owners desperate for equity & insurers wanting to pay as little as possible.

EQC damage assessments & insurers' damage assessments often differed, causing more strife for quake shattered home owners. There were instances of EQC saying a house was a write off & insurers saying the house could be repaired. Home owners were piggy in the middle between EQC & insurers.

Thurs 23.06.12. PM John Key announced that NZ govt would offer to buy 5 100 quake damaged residential properties, at 2007 rates value, on land which CERA had red zoned.

For red zone homeowners, there was a choice of 2 NZ govt offers to buy red zone shattered land or house, or both, or battle tight-fisted insurers. Over the next year & beyond, CERA / govt zoning of Christchurch land into red, green, orange, white zones would cause trauma for many home owners.

Never mind insurance hassles with EQC & insurers, a disaster bigger than the natural disaster. Overseas reinsurers would ensure that quake victims would agonize for years with tardy EQC & insurers. PM Key & CERA did nothing about reinsurer hassles. Citizens agonized in quake trashed houses, not red zoned, while EQC & insurers stuffed them around repeatedly, for years.

Example. Four years post 22.02.11 quake, 16 Feb 2015, The Press reported that 1 000s of homeowners still awaited resolution of their EQC & insurer claims, as EQC woke from its over caps coma & palmed off over cap claims to insurers. Home owners then had to battle insurers:

In 2014, private insurers settled 4 447 over cap claims. They received a further 1 963 over cap claims from EQC that year...

Insurers have yet to settle 43 percent of a total of 23 952 over cap claims. They have settled 13 566 claims so far, 45 percent of which were cash settled.

As for Civic Assurance not wanting to re-insure Council's infrastructure after several quakes, what kind of insurer were they not planning for aftershocks damages? (The Press 28.06.11).

NZ govt land grab: Govt would soon become owner of Christchurch riverside land & swampland, bought from traumatized & fobbed off homeowners at 2007 rates value. Mind boggling in future, the increased value of the land after rehabilitation. In future, families whose land was sold / bought under quake & govt duress should have first option to repurchase from NZ govt.
