CERA Regime. Red Zone, Gayhurst Rd / Locksley Ave, Dallington

Gayhurst Rd / Locksley Ave Red Zone focus. Tue 28.06.11. Revisited quakemired Gayhurst Rd / Locksley Ave, which I'd seen several times post 04.09.10 Darfield Quake. More quakes & aftershocks had damaged housing & roads more. The cnr by sewage polluted Avon River became derelict, shaken, liquefactioned with deepening mud, neglected when people abandoned their quaked houses.

In 2012 the cnr, semi-detached ghost house would be demolished. By Oct 2013, all red zoned ghost houses near Gayhurst Rd / Locksley Ave would've been demolished by CERA. All Glenarm Tce ghost houses would be demolished. Close to Avon River, some Gayhurst Rd ghost houses would be demolished. All Locksley Ave ghost houses would be demolished, except one house by Kerrs Reach opp the rowing clubs.

When I revisited, Avon River stopbank, freshly graded, had been improved by Council workers. Tarseal patches filled Locksley Ave cracks again. I parked near Gayhurst Rd Bridge & walked along Locksley Ave to Glenarm Tce, both of which were damaged in Sept 4 Darfield Quake & Feb 22 Killer Quake. Ghost houses were more damaged by the June 13 Quake, M6.3.

Gayhurst Rd: A white, City Care sucker truck pulled up to unblock drains & sewage pipes again, by squirting water into pipes & sucking out grey quakemire. Fancier sucker trucks had a CCTV unit for checking drains & sewage pipes. Since Feb 22 Killer Quake & June 13 Quake, sucker trucks unblocked drains & sewage pipes non stop.

Some insurers said although home owners' houses may be insured for total replacement, if the house could be repaired then insurance payout would only be for house repairs. That would cause conflict between home owners desperate for equity & insurers wanting to pay peanuts.

EQC damage assessments & insurers' damage assessments often differed, causing more strife for home owners. There were instances of EQC saying a house was a write off & insurers saying the house could be repaired!

Thurs 23.06.12. PM John Key announced that NZ National govt would offer to buy 5 100 damaged residential properties, at 2007 Rates Value, on land which CERA had red zoned. (Why Rates Value & not pre quakes Market Value?)  For red zone homeowners, there was a choice of 2 NZ National govt offers to buy red zone shattered land or house, or both, or battle insurers. NZ National govt / CERA zoning of Christchurch land into red, green, orange, white zones would traumatize many home owners.

EQC - insurer delay example: Four years post 22.02.11 Killer Quake, 16 Feb 2015, The Press would report that 1 000s of homeowners still awaited resolution of their EQC & insurer claims, as EQC had woken from its $100 000 overcap coma & palmed off overcap claims to insurers. Home owners then had to battle insurers!

In 2014, private insurers settled 4 447 overcap claims. They received a further 1 963 overcap claims from EQC that year...

Insurers have yet to settle 43 percent of a total of 23 952 overcap claims. They have settled 13 566 claims so far, 45 percent of which were cash settled.

PM Key, CERA minister Brownlee & NZ National govt allowed EQC, insurers, reinsurers to mess property owners around for years.

As for Civic Assurance not wanting to re-insure Council's infrastructure after several quakes: What kind of insurer didn't plan for aftershocks damages? (The Press 28.06.11).

NZ National govt land-grab: Govt would soon become owner of Christchurch red zoned, riverside land & swampland, bought from displaced home owners at 2007 Rates Value. Would red zoned, Crown land ever be rehabilitated?

2022. Dallington Landing, Gayhurst Rd / Locksley Ave: By 2015 rebuilt Gayhurst Rd Bridge, Council built roof-covered shelters & picnic spots on red zone land, beside Avon River, for citizens to enjoy picnics where liquefactioned, ghost houses once stood.
