QE11 Park & Parklands, June 13 Quake

I often drove past QE11 Park on my way to New Brighton. Since the Sept 4 quake, Travis Rd going past Queen Elizabeth 11 Park was in bad condition, lumpy & bumpy. QE11 Park & its sports amenities were built for the 1974 Commonwealth Games. Before the Sept 4 quake, Leah bussed her school kids to the QE11 pool for swimming lessons, which stopped post quake.

QE11 Park was also damaged by the Feb 22, mag 6.3 quake & liquefactioned by the June 13, mag 6.3 quake, as the park was between Travis Wetland westwards & North New Brighton & Pacific eastwards.

Quake story - where there was water there was quake liquefaction damage, like Avon River water & nearby Travis Wetland water & waterway water & underground water between, causing muddy mayhem. Quakes were reverting huge areas back to swamps.

Northwards in Parklands, Leah's relatives lived near Queenspark Dr. We had fond memories of Parklands, as the family was kind to us after our arrival in Christchurch 16 years ago.

Tues 28.06.11. From liquefactioned New Brighton Rd by Avon River, I drove up Bower Ave which was largely cleared of June 13 liquefaction mud, Avon River side. Post quake road works had been done on Bower Ave, shingle patches all along. Further up Bower Ave near QE11 Park, it was muddier.

I parked at Dick Tayler Dr / Bower Ave entrance to QE11 Park, by EQC's white, porta-cabin offices, 4 EQC Toyota cars parked on Bower Ave, opposite a quake destroyed bldg. EQC minions looked comfortable in their temporary offices with flash cars parked nearby. Passing citizens who'd endured many quakes since Sept 4 didn't look comfortable at all.

Off Colombo St, Beckenham, I'd seen EQC porta-cabins by South Library too.

A sign on the QE11 Park, EQC fence read:

EQC
HELPING THE RECOVERY IN
CANTERBURY

EQC Toyotas also sported those signs on car doors. Considering how slow EQC was, EQC was hindering rather than helping.

EQC govt employees, who had to assess & pay quake claims, were well paid by taxpayers, but were slow with pay outs post Sept 4 quake & whined they would take years to settle over 370 000 claims, after a series of devastating quakes from Sept 4 to June 13 quakes. Yet EQC expected traumatised owners of quake damaged properties to submit claims within a 3 months deadline after each quake!

I wandered QE11 Park & liquefactioned roads, huge sink holes in places & June 13 quake, liquefaction volcanoes & sink holes on Mark Treffers Dr & on sports grounds. Some liquefaction mud was shovelled into heaps on roadside grass. Joggers used the 2.1 km Fitness & Walking Track & did exercises around QE11 Park.

I coolpixed liquefaction volcanoes on sports fields near Ascot Ave, then looked at liquefactioned houses on Ascot Ave. By Ascot Community Centre, petanque players played on liquefactioned ground, a huge, grey liquefaction volcano in the car park.

While I wandered past Ascot Golf Course, post quake road works progressed along soggy Beach Rd. On Frosts Rd, pukekos pecked grass near a Travis Wetland sign. Beyond, wetland willows stood bare in wintry gloom.

Frosts Rd crossed swamp land, Travis Wetland one side, Ascot Golf Course the other. Beside Ascot Golf Course stream, Frosts Rd footpath was buckled & cracked by quakes.

By Robin Tait Dr entrance to QE11 Park, about 400 m of stream / roadside footpath was quake-sunk below Frosts Rd level & was flooded with red Azolla fern & green Lemna duckweed. From Frosts Rd it was impossible to enter QE11 Park, as Robin Tait Dr entrance was quake flooded & huge quake cracks went along the road to the Athletics Stadium & Gymnastics Stadium.

I sludged past the flooded footpath & coolpixed the WW1 poppy memorial across the traffic circle by Anzac Dr. On Travis Rd by QE11 Park again, I coolpixed more liquefaction mud & a front end loader shovelling shingle into roadside piles.

I wandered to the liquefactioned Gymnastics Stadium where Luke did gym during his high school days. The gym was open, the car park liquefactioned with huge quake cracks along Robin Tait Dr to Frosts Rd.

The Athletics Stadium was fence cordoned & closed. I looked through a locked gate, the track was quake buckled & cracked. Liquefaction mud volcanoes polluted grass on the track oval. A sorry sight in a famous stadium. The Athletics Stadium was demolished at the end of 2012.

By QE11 Preschool a sign directed people along a new, shingle path to the Gymnastics Stadium. The Pools & Fitness Centre by the Athletics Stadium was closed, fence & tape cordoned. I wandered past the quake cracked pond & looked at excavators & power cable trucks in the car park.

I wandered across the cricket oval & coolpixed quake sink holes & liquefaction volcanoes polluting the pitch & cricket field. Some sink holes were more then 2 m diameter & more than 1 m deep. Every square millimetre of grass I walked was liquefaction muddied. Green grass hid the extent of QE11 Park liquefaction damages - reversion to swampland.

I drove up Bower Ave a bit to see Parklands & parked near Beach Rd crossing. Bower Ave thereafter was heavily liquefactioned. A sucker truck on Beach Rd corner sucked liquefaction mud from sewage pipes. Parklands liquefaction mud was sandier, like wet beach sand, less grey than other Christchurch liquefaction mud.

Beyond Queenspark Dr junction, Bower Ave was closed to traffic, road works continuing. Two weeks post June 13 quake, liquefaction mud was mostly removed. I saw new houses in Forest Park on the way to Bottle Lake Forest Park, but you wouldn't catch me buying there, too much liquefaction.

Parklands East was later heavily liquefactioned again by the Xmas quakes, 2011.

The suggestion that Bottle Lake pines be chopped down to make way for a post quake housing development was mad. Bottle Lake Forest Park was on sand dunes between northern liqufactioned Spencer Park & southern liquefactioned Parklands & western Styx River & Travis Wetland & eastern Pacific. Developers wanting to build post quake housing on liquefaction prone land were dumb & greedy. Look what happened to liquefactioned Seabreeze Cl, Bexley!

Never mind that for months post quakes, Council used Bottle Lake Forest Park as a raw sewage dump, after sucker trucks cleared quake trashed drains. There was the pollution danger of sewage leakage into the Pacific, as the raw sewage, dump pond was unlined. Locals had to put up with heavy truck traffic shaking their fragile homes. Sewage pong & bacteria infested dust irked too.

I didn't take many Parklands coolpix, as my camera memory card was expiring. Suffice to say, all Parklands roads I wandered & side roads I saw were liquefactioned, mud mostly cleared - Bower Ave, Broadhaven Ave, Bottle Lake Dr, Inwoods Rd, Queenspark Dr.

Several road works vehicles & road gangs cleared silt & fixed roads. Sucker trucks roamed, including a CCTV unit for checking silt obstructions in drains & sewage pipes. Queenspark Dr shopping centre buzzed, overflow trade from cordoned, closed, red zoned CBD.

Coda: 01.11.11. As QE11 Park was so liquefactioned, the Dept of Building & Housing blew up bits of QE11 Park grounds to simulate quakes, so they could write geotech report recommendations for quake proof house foundations. (Geotech did similar underground explosions at QE11 Park in Oct 2013, authorised by CERA minister Brownlee, again simulating quakes to see how ground reacted, to construct stronger house foundations. OneNews).

Never mind that foundation techniques were already tried & tested elsewhere: pounding soil; thick concrete slabs; deep piles; underground dams with wooden or concrete piles...

People in nearby houses like Ascot Ave had to endure explosion tremors, after enduring 4 major quakes & 1 000s of aftershocks over the last year.

Sept 2012. When I drove along Travis Rd past QE11 Park, I saw 2 big cranes above QE11 Park Athletics Stadium, demolition in progress.

Mar 2013. EQC whined that EQC staff were bullied by irate citizens. Thus EQC increased security guards at EQC offices, like Bower Ave depot & installed razor wire on top of fencing. EQC had itself to blame for irate citizens, as EQC messed citizens around for years post 04.09.10 quake.

EQC was a cockup from beginning to end. EQC was a small govt dept pre quakes, then expanded rapidly post quakes to deal with 1 000s of claims. EQC had to assess claims that were under cap $100 000 dollars & pass on over cap claims to insurers. Therein lay EQC hassles for claimants, as EQC delayed inspections, or lost reports & was responsible for monopoly Fletchers, EQR, doing under cap repairs. It would be years before many claimants were assessed over cap by tardy EQC.

It would've been better if EQC did not control under cap repairs. Insurers should've first sorted out claims & repairs, then insurers should've invoiced specific under cap $100 000 claims from EQC. In other words EQC, would've been a bank for under cap claims, after insurers had dealt with claimants & repairs. But NZ govt insisted EQC controlled all assessments & under cap repairs, before passing over cap claims to insurers, thus forming a monstrous jam & huge hassles for claimants. CERA minister Brownlee persisted in supporting incompetent EQC for years.

There was also the scandal that EQC was under insured pre quakes, by reinsurers, as the cap of $100 000 was too low pre quakes. Who could fix a quake trashed house for $100 000? Although pre quakes EQC had warned NZ govt about the low cap of $100 000, NZ govt did nothing about it pre quakes.

12.02.15. The Press reported that Avonside Girls High & Shirley Boys High would be rebuilt at QE11 Park. Both schools were trashed by the 22.02.11 quake. Gotta ask why Education Minister, Hekia Parata wanted to rebuild two high schools on quake trashed land, so buggered that QE11 Stadium was demolished post quakes? Only idiots would build 2 brand new high schools on liquefactioned swamp land.
