During two States-of-Emergencies post 4 September 2010 Quake, M7.1 & 22 February 2011 Quake, M6.3, Christchurch-CBD was steel-mesh-fence- cordoned, check-pointed at various crossings by cops & NZDF-soldiers. Post 22 February 2011 Quake, the NZDF-cordon would strangle the red- zone CBD for 28 months.
Post 22 February 2011 Quake, parts of the NZDF-cordon within the CBD Four-Avenues were designated red-zone. Thereafter over several weeks the red-zone-cordon shrunk around the CBD after building-inspections & demolitions. Post 22 February 2011 Quake, I'd trekked around the liquefactioned CBD-red-zone & since had trekked bits of CBD-red-zone perimeter as it shrunk closer to Avon River.
A couple of days before the 13 June 2011 Quake, I'd trekked opened red-zone close to Christchurch Town Hall ghost & Convention Centre ghost. Again, I wanted to see what happened there & beyond.
CERA made the Landcheck website which divided Christchurch land into red-zone, orange-zone, white-zone, green-zone, according to land condition post-quakes. But none of the CBD-red-zone's cordoned-roads were designated red-zone on the Landcheck website. Thus CERA expediently separated the CBD-red-zone & residential-red-zones in the suburbs.
The new red-zone designation enabled NZ National government to buy residential-red-zoned land from 5 100 home-owners whose homes were designated red-zone by NZ National government. i.e. The land was so damaged according to NZ National government, that houses needed to be demolished & displaced home-owners must find new land & new homes. Quakes, then displacement by NZ National government's red-zoning!
Residential-red-zoning would be contentious, as some red-zoned housing was hardly damaged & home-owners were pressured to sell to NZ National government by implied-threats of cutting off services like water & sewage-reticulation, electricity-supply, landline-phones & rubbish- removal.
NZ National government's residential "taking" (official term) would enable NZ National government to increase Crown-assets at citizens' expense. NZ National government was already selling Crown-assets owned by taxpayers, like utility-shares. And would use taxpayers' money to buy NZ National government designated red-zone-land owned by Christchurch taxpayers.

Green-zone property-owners could do quake-repairs. Red-zone property-owners had to negotiate with NZ National government & / or insurers for compensation. Orange-zone & white-zone property-owners' lands were in limbo. NZ National government still needed to decide whether their land was worth rehabilitating on or not: like Port Hills suburbs, or Christchurch-CBD. NZ National government thus used quakes to revalue all Christchurch land & used NZ taxpayers' money to take alleged quake-ruined land owned by Christchurch taxpayers.

Checking Landcheck streets in the CBD former red-zone, I only found orange-zone, white-zone & green-zone designations, with CERA excuses that further assessments & mapping were needed. But the cordoned-CBD was designated red-zone in the first place, citizens banned entry on pain of cop or NZDF-soldier arrest, except for CERA's favoured few! Yet Council would write a draft CBD-rebuild-plan for CBD land not properly checked, like residential suburbs. Thus Council wanted a CBD-rebuild on ruined-land. CERA's busy-work for Council! CERA usurped Council functions & personnel. CERA's meddling in Council affairs would carry on for five years.

Carlton Mill Rd: I parked by Avon River beyond the cordoned-CBD. I often drove that way, past blocks of ghost-flats & ghost-houses. One multi-storey block of flats was wrapped in scaffolding & white-plastic.

Northwards outside the steel-mesh-fence-cordon, opposite Town Hall ghost, a 22 February 2011 Quake demolition-site, where bricks fell from five ghost-shops. A grey liquefaction-volcano lay in demolition-sand. The five Colombo St shops would be demolished, including Dusty Old Things Antiques & Whisky Galore.
Eastwards, Kilmore St side, behind a cordon fence, a part-demolished brick-building. It would be completely demolished. Many buildings were part-demolished, then stood around for months, awaiting complete-demolition.
Example: Christ Church Cathedral ruin was damaged in the 4 September 2010 Quake. The tower collapsed in the 22 February 2011 Quake. The tower was part-demolished, then completely-demolished. A steel "battering-ram" was erected to support the western-wall. The 13 June 2011 Quake caused the 'battering-ram" to batter the western-wall & rose-window to bits. Thereafter Heritage-hailers would wail about saving Christ Church Cathedral. Court-cases would stop Anglicans demolishing Christ Church Cathedral, which stood fence-cordoned & abandoned for years.
Only in 2018, after National government succumbed, when Labour MP, Dr Megan Woods briefly took over responsibility for Christchurch's rebuild, would there be glimmerings of Christ Church Cathedral restoration. Wishful thinking!

Cambridge Tce: The soggy road to myself, I trekked eastwards below poplars by Avon River to Madras St. All Cambridge Tce buildings were closed, including Canterbury Manufacturers Association ghost on the corner. CMA would be demolished, a small park developed on-site.
Beyond Avon River, amongst Oxford Tce, high-rise ruins, by ACC ruin a board-sign: DUST MASK + HELMET!! ACC would be demolished. By December 2015, Margaret Mahy Family Playground would be built on-site.

Journalist Ashley Campbell proposed an Avon River Park on red-zoned riverlands. She'd opened a Facebook page with the Avon River Park idea. I gave permission for her to use some of my blog pics of Avon River wetlands. There was Facebook discussion, mostly positive, about the proposed Avon River Park.

The Press 02.07.11 reported on Avon River Park: "Gerry Brownlee told The Press that the land would be remediated eventually and engineered for residential sections once again..." Red-zoning insulted home owners forced from red-zoned land. NZ National government speculated on red-zone land, bought from displaced people. (2007 Rates Value compensation, never mind tight-fisted insurers). Current land-remediation suggestions were soil-compaction & underground-dams, after Christchurch sank into swampland. Never mind foundation base-isolation & other foundation techniques, like thicker concrete-slabs, which could only be tested in future quakes.
Facebook, my Avon River Park comment: "Sad about home-owners losing their land. If NZ government wants to get its red-zone compensation back it could plant native-trees, selling them as carbon-credits in their own carbon-credit scheme." (2022. New Brighton Rd: Citizen Working Bees would plant 1000s of native-trees on residential-red-zone-land near Avon River).

Oxford Tce Baptist Church would be demolished, a pile of concrete, backed by Chester St, ghost-housing. Oxford Tce Baptist Church would be rebuilt 2017. Post rebuild, I would frequent Pillars Cafe, Madras St / Oxford Tce, salvaged Ionic columns fronting the new church.

Those checkpoint wooden-huts sprouted at open-checkpoints & closed-checkpoints along the CBD steel-mesh-fence-cordon. A waste of taxpayers' money, considering a good second-hand-car could be bought for half that price. Given that each checkpoint wooden-hut cost $10 000, it was risible that EQC was reinsured for only $100 000 for each undercap house claim.
In a leaky carpark, a bloke by his bike stared at the sunken Canterbury Trade Union Centre ruin inside the steel-mesh-fence-cordon. Next-door, a smaller-ruin: brick-wall peeled off. Those ruins & more would be demolished for Margaret Mahy Family Playground carpark.

CTV: fire-blackened lift shaft-gone, demolished. All that was left of collapsed CTV multi-storey & 115 dead was an empty demolition-site. Nearby graffiti smeared a brick-wall. Dead-flowers drooped on the steel-mesh-fence-cordon opposite Holden Motors. No one was around, except me.
CERA erred by dumping CTV demolition-rubble at Burwood dump (at a separate cordoned-site) destroying forensic-evidence. A year later at the July 2012 Royal Commission of Inquiry, engineers would claim ignorance as to why CTV collapsed. (Forensic-evidence gone, including four unfound, pulverised bodies).
Multi-storey IRD ghost stood opposite the CTV demolition-site. In future, long after Christchurch-CBD was red-zoned & occupied by CERA & NZDF cordons, we would post our annual tax-returns to Wellington IRD. Post-quakes, Fletcher Construction would build flats on Bedford Row behind IRD ghost, part of CERA's housing for its Blueprint East Frame. None of the tilt-slab flats would have garages. CBD-businesses had relocated to the suburbs while CERA occupied the NZDF-cordoned-CBD. Those businesses either bought or built new premises, or rented long-term in the suburbs. CERA occupied its CBD red-zone demolition-zone. It would be years before the CBD revived.
Behind St Asaph St steel-mesh-fence-cordon, a 22 February 2011 Quake demolition-site, covered with shingle bordering a part-demolished building & old brick buildings backing High St. The buildings were sanitized, like a "movie set" for rubberneckers & tourists to ogle. (2019. The area would be known as the Salt District).
Many old brick-buildings & stone-buildings on St Asaph St, High St & elsewhere in the CBD were not quake-safe with reinforcements before the 2010-2011 quakes. Thus, 22 February Quake deaths by CBD fallen-masonry! Building-owners in the CBD who didn't quake-reinforce their buildings had much to answer for!

Insurers increased insurance-premiums on old unreinforced-brick-buildings, or old unreinforced-stone-buildings, making them worthless as Heritage-buildings. Durham St Nth / Armagh St: Twilight, red zone. Asian tourists were thrilled by ruins behind the steel mesh fence cordon. Watched a ute driver pull open the Armagh St steel mesh fence cordon (contractor access only) exiting the red zone. Beyond the steel mesh fence cordon, Copthorne Hotel ghost & Crowne Plaza Hotel ghost awaited demolition.
Although close to Hereford St, Central cop shop, cops & NZDF soldiers were absent. Useless checkpoints! Cops blamed red zone thefts on "looters." Cops tried to organize snitch volunteers as eyes & ears for the cordon exterior.
A red helicopter pilot flew tourists around Christchurch trashed CBD & donated the first $20 of every tourist flight fee to a woman who lost her legs in the Feb 22 Killer Quake. Non cordon, CBD residents complained about their privacy invaded for months by the helicopter.

TV reported jackass cops wasting justice system resources, trying to convict Arie Voorkamp, 25, Aspergers syndrome, no previous convictions & his mate for "looting" 2 light-bulbs from a quake destroyed property. (Why weren't cops investigating CTV & PGC collapses in the 22.02.11 Killer Quake, killing scores of people!)
NZDF soldiers elbowed Arie while arresting him, causing a black eye & blackouts. Cops gaoled Arie for 11 nights & his mate for 6 weeks. Cops & their jackass bosses didn't process the case properly, by timeously contacting owners of the "looted" property, informing them of light-bulb "looting."
Considering billions of dollars worth of damage to Canterbury & Christchurch, cops bullying Arie Voorkamp & his mate was pethetic. The case would be dropped by cops after media & public scorn.

At one point on Sherborne St, with 5 passengers, I held up busy traffic, jack-knifing our trailer while reversing in grey quakemire. Lumps, bumps, potholes, patched roads made trailer towing a roller coaster ride along Wairakei Rd, Heaton St, Innes Rd, Cranford St, Sherborne St, Bealey Ave, Fitzgerald Ave, Stanmore Rd...
Post Feb 22 Killer Quake, Jake moved 4 times in 6 months, before settling in a Geraldine St flat & finding another hospitality job. Due to the Feb 22 Killer Quake, he'd lost his best friend, crushed in a Manchester St pub; lost possessions in his Waltham Rd, quake flooded flat; lost his restaurant job, twice, after surviving a collapsing restaurant wall. As parents we helped pay his weekly bills & rent for several months; washed his quake soiled clothes; helped his flat moves & stored his furniture at our Burnside rental.
Jake's & his landlady's relocations were microcosms of 1 000s of quake moves in Christchurch. Population shifts all over: some in the city, some to outside towns, like Rangiora, Rolleston. When EQC got its slow act together, there would be more moves to scarce rentals, while Fletcher repaired undercap houses. The rental market inflated. And CERA minister Brownlee would deny there was a housing crisis.

Brower Amendment, Building Amendment Bill: Ann Brower was the only survivor in the Sumner number 3 red bus crushed by falling masonry on Colombo St, near Mollett St junction, during the 22.02.11 Killer Quake. Due to Ann's lobbying, the Brower Amendment in the Building Amendment Bill ensured that parapets, chimneys, gables, facades on old bldgs throughout NZ would be repaired. Bldg owners of unreinforced bldgs throughout NZ were given 7.5 years to strengthen their bldgs.
June 2019. Years after removal of CBD steel mesh fence cordons, I trekked down improved Mollett St, renamed The Greenway, Te Ara Pu Ha, a transformed lane between buildings, like new build, 4 storey, Unlimited Discovery School. Students took pics of native plantings, like totara, matai, tussocks, amongst concrete seats & picnic tables on The Greenway. 2022. Luke's girlfriend's 2 sons would attend Unlimited Discovery School.
