Christchurch CBD, Sludge Zone, Demolition Zone, June 13 Quake

Tue 05.07.11. A sunny, winter afternoon, ten months post 7.1 mag, Sept 4 quake & 3 weeks post 6.3. mag, June 13 quake, I walked around Christchurch shrunken, CBD cordon again. Many of the abandoned CBD bldgs I saw that day would be demolished by CERA.

During two states of emergencies post Sept 4, mag 7.1 quake & deadly Feb 22, mag 6.3 quake, Christchurch CBD was fence cordoned & check-pointed at various crossings by cops & NZDF soldiers. Post Feb 22 quake, the NZDF cordon would strangle the red zone CBD for 28 months.

Post Feb 22 quake, parts of the NZDF cordon within the CBD 4 Avenues were designated red zone. Thereafter over several weeks the red zone cordon shrunk around the CBD after bldg inspections & quake demolitions.

Post Feb 22 quake, I'd walked around liquefaction sludged red zone & since had wandered bits of sludged red zone perimeter as it shrunk closer to the Avon River.

A couple of days before the June 13 quake, I'd wandered opened red zone close to Christchurch Town Hall & Convention Centre. Again, I wanted to see what had happened there & beyond.

CERA made the Landcheck website which divided Christchurch land into red zone, orange zone, white zone & green zone, according to land condition post quakes. But none of the CBD red zone cordoned roads, were designated red zone on the Landcheck website.

The new red zone designation enabled NZ govt to buy red zone land from 5 100 home owners whose homes were designated red zone by NZ govt. i.e. The land was so quake damaged, according to NZ govt, houses needed to be demolished & displaced home owners had to find new land & homes. Never mind the quakes, it was internal displacement caused by NZ govt red zoning.

Residential red zoning would be contentious, as some red zoned housing was hardly damaged & home owners were pressured to sell to NZ govt by threats of cutting off services, like water & sewage reticulation, electricity supply, land line phones & rubbish removal.

NZ govt's residential land grab would enable NZ govt to increase Crown assets cheaply at citizens' expense, then NZ govt could later remediate the land for resale. NZ govt was already selling Crown assets owned by taxpayers, like utility shares, but would use taxpayers' money to buy govt designated, red zone land, owned by Christchurch taxpayers.

Green zone property owners could do quake repairs. Red zone property owners could negotiate with NZ govt & / or insurers for compensation. Orange & white zone property owners' lands were in limbo. NZ govt still had to decided whether their land was worth rebuilding on or not. Like Port Hills suburbs, or Christchurch CBD.

NZ govt was thus using quakes to revalue all Christchurch land. NZ govt was using NZ taxpayers' money to speculate on quake trashed land owned by Christchurch taxpayers.

Checking Landcheck streets in the CBD former red zone, I only found orange, white & green zone designations, with CERA excuses that further assessments & mapping were needed. Funny how the CBD cordon was designated red zone in the first place, with citizens banned entry on pain of cop or NZDF soldier arrest, except for CERA's favoured few.

Yet Council would write a draft rebuild plan for CBD land which wasn't properly checked, like Council wanted a CBD rebuild on quake crapped land. CERA was giving Council busy work, while CERA usurped Council functions & personnel. CERA's meddling in Council affairs would carry on for years.

As red zone designations were murky, I called the CBD cordon "sludge zone." In the sludge zone much quake shaking, jolting & liquefaction mud from the Avon River & underground streams caused huge damage to Christchurch CBD. Sludge zone CBD was a vast demolition zone during CERA's 5 year regime.

I parked my car on Carlton Mill Rd by Avon River, beyond the cordoned sludge zone. I often drove that way, past blocks of flats & older houses, mostly closed & abandoned after quakes. Avon River bank was badly cracked & slumped towards sewage polluted water. Flats & smaller bldgs were cracked & slumped too. One block of flats was wrapped in scaffolding & white plastic.

I crossed Bealey Ave & saw demolition rubble being excavated from the old Carlton Hotel site, which was demolished weeks ago. Ruined doorways had stood testament to Carlton Hotel & Burger King before their final demolition.

Across Bealey Ave by old Saggio di vino demolition site, stood a steel skeleton of a new post quake, tilt slab bldg. Few new bldgs were going up post quake, yet. Opposite was ruined Knox Presbyterian Church, gaping nave holes, beneath wooden arches, battered by quakes. Knox Church stood empty and abandoned for 2 years before copper clad, wall restoration in 2014.

I wandered down sludged Victoria St, livelier than my wander weeks ago. Traffic was on the road, some businesses were closed, some open, waiting for customers. USAR / TF graffiti still polluted closed business facades & pavements. Differing dates on different USAR / TF teams' graffiti showed that teams checked the work of other teams. C or CLEAR meant no bodies.

Shipping containers guarded quake damaged, Fidelity Life bldg, demolished the next week. Spags was open, waiting for pizza customers. Gordon Smith & Sons Fruiterers was open, advertising Fresh Fish & Bananas $1.49 kilo.

I wandered past Strategy bldg demolition site, corner Victoria St / Salisbury St. The opposite bldg was still fence cordoned, windows shattered. The bldg was later demolished.

Victoria St / Salisbury St / Montreal St crossing: Post Sept 4 & Feb 22 quakes demolition site, where an antique business once stood, had purple flowers growing in a bed before a "Rebuild Brick by Brick" sign. During the Feb 22 quake national state of emergency, the crossing was sludged by NZDF soldiers & cops, checkpointing national state of emergency demolitions behind fence cordons & shipping containers.

A sewage sucker truck sucked smelly muck from Peterborough St by the Casino. The Est@blishment bldg on the opposite corner, was fence cordoned, awaiting demolition.

Beyond Christchurch Casino was sludge zone: opposite shops & restaurants closed; Riverlands House, fence cordoned, boarded, closed; Copthorne Hotel, fence cordoned, boarded, closed, clear plastic shimmied where window panes once were. Crowne Plaza Hotel, corner Kilmore St, fence cordoned, boarded, closed, a chunk of masonry recently fallen from a first floor.

Riverlands House, Copthorne Hotel & Crowne Plaza Hotel were all demolished.

Along sludged Kilmore St, restaurants & businesses were closed. Christchurch Convention Centre was closed, broken glass by doors, some boarded. Convention Centre was demolished. Town Hall was closed, portaloo & shipping container obscuring front doors. No workmen in sight. Sludge zone fence cordon still curved across Kilmore St / Colombo St crossing.

Southwards down cordoned Colombo St, beyond Avon River, sludge zone high rises sludged towards broken Christchurch Cathedral.

Northwards outside the cordon, opposite Town Hall, a Feb 22 quake demolition site, where bricks had fallen from a June 13 quaked block of 5 abandoned shops. A sludgy, liquefaction volcano lay in demolition sand. The 5 Colombo St shops were later demolished.

Eastwards, Kilmore St side, behind the cordon fence, a part demolished brick bldg. It was later completely demolished. Many bldgs were part demolished, then stood around for months. Demolition was later completed.

Example: Christchurch Cathedral was damaged in the Sept 4 quake. The tower collapsed in the Feb 22 quake. The tower was part demolished. A steel "battering ram" was erected to support the western wall. The June 13 quake caused the 'battering ram" to batter the western wall & rose window to bits. Thereafter heritage fanatics wailed ad nauseum about saving ruined Christchurch Cathedral. Court cases stopped Anglicans demolishing Christchurch Cathedral, which stood cordoned & abandoned to the elements for years.

Sludged Manchester St: Serial quake broken St Lukes Anglican Church - June 13 quake, a wall fell from the broken church by St Lukes Close. Several other church walls collapsed too. The church roof was tagged in a high line with red plastic ties, for kauri beam, roof removal by crane. Workmen in orange, Hi Vis vests demolished St Lukes. Only the wooden bell tower survived the quakes.

Over the next few weeks I saw those heartfelt words on several CBD cordon fences.

05.07.11. Feb 22 quake & June 13 quake, liquefaction sludged Canterbury Manufacturers Association bldg, cnr Manchester St / Cambridge Tce. The bldg was demolished & was replaced by a small park.


I wandered eastwards, below poplars on sludged Cambridge Tce by Avon River towards sludged Madras St, soggy road to myself. All Cambridge Tce bldgs were closed, including Canterbury Manufacturers Association bldg on the corner. CMA was demolished & a small park was developed on site.

Beyond Avon River, amongst Oxford Tce, dead high rises, by ACC bldg a board sign read: DUST MASK + HELMET!!

ACC was demolished. By Dec 2015, Margaret Mahy Family Playground was built on site. Hummed with happy families.

I thought of Ashley Campbell's idea of an Avon River Park on sludged red zone river lands. She'd opened a Facebook page with the Avon River Park idea & had permission to use some of my blog pics of Avon River wetlands. There was lots of Facebook discussion, mostly positive, about the proposed Avon River Park.

The Press 02.07.11 reported on the Avon River Park: "Gerry Brownlee told The Press that the land would be remediated eventually and engineered for residential sections once again..." There you had it, land grab by means of NZ govt residential red zoning, stomping on citizens land rights & speculation by NZ govt using taxpayers' money. 

Red zoning was insulting to homeowners forced from sludged, red zone land by quakes. NZ govt speculated on red zone land, bought cheaply from displaced people. (2007 land valuation compensation, never mind tight-fisted insurers). I doubted quakes obeyed politicians & engineers with ideas of soil bashed land remediation & underground dams, after Christchurch had sludged & sunk into swampland. NZ govt's heritage to future generations would be dodgy bldgs on already quake sludged land.

I posted on the Avon River Park Facebook wall: "Sad about home owners losing their land. If NZ govt wants to get its red zone, compensation money back it could plant native trees & sell them as carbon credits in their very own carbon credit scheme."

Beyond Avon River, Madras St / Oxford Tce crossing checkpoint was the same as before, cop & NZDF soldiers checking vehicles accessing the sludge zone, dead zone. Oxford Tce Baptist Church was demolished, a pile of concrete, backed by sludged Chester St, abandoned housing.

I followed sludged Cambridge Tce along Avon River to sludged Barbadoes St, then visited side streets off sludge zone, demolition zone Madras St to Latimer Sq, not all streets, as the winter afternoon shortened fast.

Sludged Kilmore St: Fire Service bldg still had a plastic tunnel house outside cordoning the street, with parked fire engines awaiting action. Relocated business signs were on demolition sites on Kilmore St / Barbadoes St corners. One read:

The wooden huts were found at open & closed checkpoints all around the CBD fence cordon. Waste of taxpayers' money, considering a good second hand car could be bought for half that price. National state of emergency, Civil Defence "looting" taxpayers' purses. Given that each puny checkpoint hut cost $10 000, it was risible that EQC was insured for only $100 000 for each under cap house claim.

In a sludged, leaky car park, a bloke by his bike stared at the sunken Canterbury Trade Union Centre bldg in the fence cordon. Next door was a smaller quake damaged bldg, brick wall peeled off. The bldgs were soon demolished for Margaret Mahy Family Playground car park.

Quake sunk Amicus House, corner Armagh St / Madras St, was later demolished. Along sludged Madras St, Harcourts bldg & Securities House were already demolished. Near Gloucester St corner, two diggers completed demolition of Securities House in the late afternoon sun.

Back on sludged Barbadoes St, I coolpixed serial quake damaged bldgs: a house, brick wall peeled off, rooms exposed. Double storey house, Worcester St corner, brick walls peeled off, a board sign read: DO NOT DEMOLISH! Wishful thinking, the house was demolished. The demolition site became a temporary Youth Hub. Nearby on Barbadoes St, a red digger was parked on top of house demolition rubble.

I wandered down sludged Hereford St to Latimer Sq fence cordon, some quake damaged bldgs were empty. Brick Hereford House was gone, demolished.

Brick Beaufort House was trashed. When I'd passed that way before, a sign stated: "Do Not Demolish Heritage." Beaufort House B & B owner deconstructed Beaufort House, brick by brick.

Across the road, St Johns Anglican Church was quake trashed & soon demolished. The Anglican Cardboard Cathedral was built on St Johns demolition site.

I wandered down sludged Cashel St, past Provincial Hotel corner demolition site, to the CTV bldg demolition site, Madras St corner. 115 people died in the Feb 22 quake collapsed & burnt CTV bldg.

By demolished St Pauls Trinity Pacific Presbyterian Church, a pile of Oamaru stone, column drums remained. A pile of church wood beams, with two fluted, blue & gold painted, metal poles, remained. A pile of spaghettied scaffolding pipes remained.

CTV bldg fire-blackened lift shaft was gone, demolished. All that was left of the CTV bldg & 115 dead was an empty demolition site, nearby graffiti on a brick wall & dead flowers on the fence cordon, by Holden Motors. No one around, but me.

CERA erred by dumping CTV demolition rubble at Burwood dump (at a separate cordoned site) as forensic evidence was destroyed. A year later at the July 2012 Royal Commission of Inquiry, engineers claimed ignorance as to why the CTV bldg collapsed. (Forensic evidence was gone).

Abandoned Inland Revenue bldg stood opposite the CTV site. Over the next few years, while Christchurch CBD was red zoned & occupied by CERA & NZDF cordons, we posted our tax returns to Wellington IR office.

I wandered down sludged Lichfield St to the sludge zone, demolition zone, a half demolished, brick bldg beyond the fence cordon. Broken, abandoned bldgs loured down the street. Broken window glass lay on the pavement by fabric house, near a portaloo. The bldg was demolished. On the fence cordon a protest sign read:

Over the next couple of years during CERA's occupation of the red zone CBD, those unwelcoming signs angered me. Citizens paid rates & taxes to be banned from our own CBD by govt bureaucrats. The excuse being public safety of course. Due to CERA's stupidity, CERA would later struggle to convince citizens it was OK to return to the CERA demolished CBD. There would be little to see, just abandoned bldgs & CERA demolished wasteland.

Across Turners & Growers site, between Lichfield St & Tuam St, were excavator machines, trucks & two quake crushed cars. At sludged Tuam St checkpoint, I spoke to a NZDF soldier checking trucks leaving the sludge zone, demolition zone: "When trucks leave," he said, "they drive under that raised water pipe on Tuam St, to shower sludge off." Poplar St, where Jake had pre quakes flatted in the sludge zone, was dead, ravaged brick bldgs nearby. Most Poplar St bldgs were demolished.

Sludged St Asaph St was gridlocked. I coolpixed the serial quake trashed, brick, Community of the Sacred Name, Anglican Convent, corner Barbadoes St / St Asaph St. The Convent was soon demolished.

Most CBD businesses had relocated to the suburbs, while CERA occupied the NZDF cordoned CBD. Those businesses either bought or built new premises, or rented long term in the suburbs. CERA occupied its CBD sludge zone, demolition zone & it would be years before the CBD revived. If ever?

Behind St Asaph St cordon fence was a Feb 22 quake, demolition site, with shingle, part demolished bldgs & old brick bldgs backing High St, sanitized as a "movie set" for rubberneckers & quake tourists to ogle.

The snag with many old, brick / stone bldgs on St Asaph St & High St & elsewhere in the CBD, was that they were not made quake-safe, with reinforcements, before the 2010-2011 quakes. Thus there were many Feb 22 quake deaths by fallen masonry in the CBD. Death trap owners in the CBD who didn't quake reinforce their bldgs had much to answer for.

What a crock, national state of emergency, Civil Defence / CERA demolishers were. They should've demolished those High St death trap, brick bldgs, backing St Asaph St asap.

Insurers told CERA where to shove their inadequate demolishing, by upping insurance premiums on old, unreinforced brick or stone bldgs, making them worthless as so-called heritage bldgs. The only sensible option left was to demolish - after whining & hand wringing by heritage fanatics. (The Press front page 12.07.11.) No point in insurers insuring brick & stone death traps.

While sun set by St Asaph St / Colombo St corner, I coolpixed a digger, beyond the fence cordon, on top of demolition rubble, bashing the remains of a Colombo St, brick bldg to bits.

In the Feb 22 quake, 16 people died in the vicinity: 2 died near the bldg; 1 died further down Colombo St; 4 died by Mollett St crossing; 8 died in a red bus when old, brick bldgs collapsed; 1 died near Tuam St crossing.

After demolition completion, the digger operator in orange, Hi Vis vest climbed down from his digger & chatted to another orange, Hi Vis vested workman on top of Colombo St rubble. The NZDF soldier checkpoint I'd seen weeks ago was gone.

It was getting dark, so I quickened my pace & returned to Carlton Mill Rd, via Avon River beside the sludge zone, demolition zone - along sludged St Asaph St, Durham St South, Cambridge Tce, Armagh St, Cranmer Sq, Montreal St & Victoria St.

Although some streets were busy with 5 o'clock traffic, little business went on in the sludge zone, most shops were closed. I passed some walkers, photographers & tourists. My wander past fence cordoned, sludge zone, west side:

Crumbled stone Provincial Chambers, Durham St North. The NZDF soldier checkpoint I'd seen weeks ago was gone, corner Armagh St / Durham St North sludge zone. Provincial Chambers stood abandoned for years, but was later restored.

In twilight, Asian tourists were thrilled by quake ruins in the sludge zone. I watched an ute driver pull open the Armagh St fence cordon (contractor access only) & exit the sludge zone. Beyond the fence cordon was forbidden sludge zone by cordoned Copthorne Hotel & cordoned Crowne Plaza Hotel. Both hotels were later demolished.

Not a cop or NZDF soldier in sight. Although close to Hereford St, Central cop shop, cops & NZDF soldiers were conspicuously absent. So much for cop & soldier checkpoints. And cops blamed sludge zone thefts on "looters." Slack cops tried to organize volunteers as eyes & ears for the cordon exterior. Nothing like snitching fellow citizens to build community spirit? Or a Police State?

A red helicopter pilot flew tourists around Christchurch trashed CBD & donated the first $20 of every tourist flight fee to a woman who lost her legs in the Feb 22 quake. Non cordon, CBD residents complained about their privacy invaded for months by the helicopter. Never mind peaceful silence in the sludge zone cordon for months.

Sept 4 quake damaged, Feb 22 quake trashed, June 13 quake flattened, stone Methodist Church, Durham St North, by a no exit fence cordon. Three people died there in the Feb 22 quake.

The Sept 4 quake had left large cracks in the Methodist Church stone walls, reinforced with useless steel rods. Thereafter the church was fence cordoned. Who allowed people to enter the quake damaged church post Sept 4 quake damages?

Sun 10.07.11. TV reported jackass cops wasting the justice system's resources, trying to convict Arie Voorkamp, 25, Aspergers syndrome, no previous convictions & his mate for "looting" 2 light bulbs from a quake destroyed property.

NZDF soldiers elbowed Arie while arresting him, causing a black eye & blackouts. Cops gaoled Arie for 11 nights & his mate for 6 weeks. Cops & their jackass bosses didn't process the case properly, by timeously contacting owners of the "looted" property to inform them of the "looting."

Post Feb 22 quake, a Facebook troll, expat "friend" condoned military / cop bullying, saying "looters" should be shot during a state of emergency. I told him: "Fuck off!" (London's & UK's August 6... rioting looters proved my point, that bullying, occupying cops incited looting & violence from disaffected people).

Considering billions of dollars worth of quake damage to Canterbury & Christchurch, cops bullying Arie Voorkamp & his mate for "looting" 2 light bulbs was pathetic. The case was dropped by cops after media & public scorn.

Corner Armagh St / Montreal St sludge zone: Windsor Hotel was gone, demolished. Tilt slab bldg rose next door, opposite demolished Cranmer Centre.

Serial quake damaged Cranmer Court, corner Kilmore St / Montreal St sludge zone: a stone turret lay on the pavement, stones were piled on pallets. Cranmer Court was demolished in 2012 despite public protests.

Back on sludged Victoria St, Gordon Smith & Sons Fruiterers was still open for trade. Caxton Press was open, night workmen working presses, were seen through glass windows. Crumbled Knox Presbyterian Church, corner Victoria St / Bealey Ave, wooden roof arches & roof were silhouetted, lit by passing traffic. Another 2 years would pass before restoration began on Knox Church, cladding it with copper walls.

Back home, my feet & jandals were sludged by liquefaction mud, not even rain washed mud off properly. Shoes & feet needed scrubbing.

Fri 08.07.11. I relocated Jake's gear across town from his Cranford St "flat," a quake trashed garage, to Gilby St, off Armagh St, near Fitzgerald Ave, second quake move in 4.5 months. I drove Jake's girlfriend & new landlady across town to Hillmorton via Lincoln Rd. Dig a Tattoo, old, brick bldg, was quake destroyed on Dickens St corner, brick walls peeled off, later demolished. I did 2 more moves of Jake's gear for storage at our Burnside rental.

I did 2 more moves of his former landlady's gear to another rental down Cranford St to Sherborne St. She moved, non red zone home, as her Feb 22 quake cracked home was liquefactioned & builders were moving in to fix things post June 13 quake.

At one point on Sherborne St, with 5 passengers, I held up busy traffic, jack-knifing the trailer while reversing. Sludgy in liquefaction mud & puddles. Lumps, bumps, pot holes & road patched repairs made trailer towing a roller coaster ride along Wairakei Rd, Heaton St, Innes Rd, Cranford St, Sherborne St, Bealey Ave, Fitzgerald Ave, Stanmore Rd...

Post Feb 22 quake, Jake moved 4 times in 6 months, before settling into a Geraldine St flat & finding another hospitality job. Due to the Feb 22 quake, he'd lost his best friend, crushed in a Manchester St pub; lost possessions in his quake flooded flat; lost his restaurant job, twice, after nearly being crushed by a collapsing restaurant wall. As parents we helped as best we could - helping pay his weekly bills & rent for several months; washing his quake soiled clothes; helping his flat moves & storing his furniture at our Burnside rental. 

Jake's & his landlady's house moves were microcosms of 1 000s of other quake stricken moves in Christchurch. There were population shifts all over the city, some in the city itself, some outside the city to towns like Rangiora & Rolleston. And when EQC got its tardy act together, there would be many more moves to scarce rentals, when Fletchers repaired quake trashed, under cap houses. No wonder the rental market inflated. And CERA minister Brownlee would deny there was a housing crisis. He was out of touch.

The Press 08.07.11. Front page article reported "new" faults: Sept 4 quake, Greendale Fault; Dec 26, CBD Fault; Feb 22, Port Hills Fault, all running west <-> east; June 13, Peninsula Fault, running NW <-> SE from Sumner, across Lyttelton Harbour, Port Levy to Pigeon Bay, about 20 km from Christchurch.

Coda: The Press 14.08.15. Brower Amendment, Building Amendment Bill: Ann Brower was the only survivor in a red bus crushed by falling masonry on Colombo St, near Mollett St junction, during the 22.02.11 quake. Due to Ann's lobbying, the Brower Amendment in the Building Amendment Bill ensured that parapets, chimneys, gables, facades on old bldgs throughout NZ were repaired. Bldg owners of unreinforced bldgs throughout NZ were given 7.5 years to strengthen their crap bldgs.
