Year 2 CERA. Reckoning: EQC, Insurer Shame Protest. Commission of Inquiry, CTV Collapse

EQC, Insurer shame protest, CTV Commission of Inquiry focus. Wed 08.08.12. Midday. A protest against post quakes, EQC's & insurers' delays started at Princess St / Clarence St. About 100 protesters gathered, including media & 4 cops, mostly under umbrellas or wearing rain gear in pouring rain. There were few smiles at the protest. Enduring 11 000 quakes & emotional, physical & financial pain was etched on everyone's faces.

STRIFE

CERA had divided green zone residential properties into Technical Categories, TC1, TC2, TC3, according to ground damage severity. Thus TC1, like our Burnside rental, needed no change to foundations, as there was little or no ground damage during quakes. 28 000 TC3 home owners endured severe liquefaction during quakes & had to repair their house foundations to a stricter code at great cost if they wanted to sell. To date, as neither EQC nor CERA could tell what foundation improvements were needed for TC2 & TC3 properties, TC3 property owners were left in limbo by EQC & CERA muddling over foundation strengthening. And insurers did nothing until EQC & CERA sorted out their TC3 mess.

NZ National Govt / EQC / Fletcher fixed easy house repairs first, to pump up their statistics showing that huge numbers of repairs were quickly done. Difficult repairs & $100 000 overcap repairs or rebuilds were delayed for years by EQC & insurers. Never mind shonky repairs by insurers like IAG fixing concrete slab foundations with grout or resin.

Aug 2015. An investigation by NZ govt's MBIE ministry would report that EQC / Fletcher repairs of house foundations were shoddy, especially jack & pack foundation repairs. A Fletcher boss blamed migrant Irish workers. CERA minister Brownlee blamed cowboy builders. Kiwi blame shifters! Later on, EQC would need to repair 5 500 shoddy, house repairs.

Princess St: Rev Coleman started the march in the rain to EQC offices. There EQC boss Simpson & sidekick, Emson, under a black umbrella, awaited the crowd in the rain in the EQC carpark. Simpson & Emson wore black, polished shoes, black longs, & black jackets, with natty EQC badges on their shoulders, slickly awaiting a brighter future.

Four loudspeakers on a trailer enabled all to hear, including EQC office minions sucking off taxpayers. Four cops in yellow, Hi-Vis waterproofs hovered while the crowd arrived, then stayed. Councillors Livingstone & Carter were also at the protest. Rev Coleman introduced speakers like Labour MP Dalziel, who spoke for quake trashed, E suburbs. (Dalziel would become Christchurch mayor after Parker). Other speakers included ex mayor Moore...

During his speech Rev Coleman held up a photo of Xmas Quake bruised, 85 year old, Gillman, who was battling to get her TC3 zoned, Rocking Horse Rd house sorted with EQC & insurer. Rev Coleman objected to CERA's & insurers' non prioritizing of housing repairs.

Dad's taxi, I often travelled that way, as son Luke's girlfriend lived near Rocking Horse Rd, Southshore.

Simpson & Emson replied. Some protestors took the mike & asked questions, or complained. Their protests spoke for 1 000s of others, unable to be at the protest in bucketing rain.

The protest was about rich people who had their own homes, paid mortgages, EQC premiums, insurance premiums & rates, (some with quake trashed houses doing same, plus forced to pay rent elsewhere), but post quakes were TC3 green-blue zoned into limbo land by CERA. Baby Boomer protesters had BIG BUCKS to gain from their protest.

Spare a thought for renters, like us, who also survived the quakes & via rents paid landlords' mortgages, EQC premiums, insurance premiums & rates, but gained no riches from the protest.

Clarence St: After 1.5 hours in the rain, protestors marched to IAG insurer office to protest there, trailed by a cop. I'd had enough rain, so returned to my car at Bunnings carpark. My sopping Swanndri had kept me warm. I'd worn my Springbok rugby beanie too.






It was time CERA minister Brownlee, EQC boss Simpson & sidekick Emson, CERA boss Sutton & former CERA demolition boss & CCDU boss Isaacs prioritized repairs or rebuilds of CERA green zoned residential housing.

08.08.12.Councillors Livingstone & Carter, EQC & insurer protest, Clarence St / Princess St. Livingstone would be re-elected, next Council elections. Carter didn't seek re-election.

Why didn't CERA enable EQC & insurers to stop messing about with apportionment, land drilling & land report delays & pay up pronto? EQC delays about undercap & overcap $100 000 repairs just enabled insurers to delay overcap $100 000 repairs & rebuilds.

Meanwhile, at the Royal Commission of Inquiry, as to why CTV collapsed in the 22.02.11 Killer Quake, killing 115 people & injuring many, buck passing & blame-shifting continued from those questioned by commissioners: pathetic performances by Council bldg inspectors, design engineers, structural engineers, draughtsman & building construction manager. 

First it was engineers blaming incompetent Council inspectors messing up safety stickering of CTV, post 04.09.10 Darfield Quake & 2010 Boxing Day Quake.

Then it was engineers' disingenuous inability to decide whether CTV collapsed due to rotten concrete columns, or rotten concrete joins between concrete columns & joins between concrete shear wall & concrete floor diaphragms.

Then it was design engineer boss, Alan Reay shifting blame to subordinate, engineer David Harding, who did calculations for CTV design. What kind of boss didn't regularly check / supervise his subordinate's work?

Only after 3 appearances at the Royal Commission did Reay apologise for CTV collapse, stating CTV did not meet his standards. (The Star 08.08.12).

Then there was the engineering draughtsman who forgot he drew the plans for CTV.

Then convicted fraudster Gerald Shirtcliff, who at first deigned to appear before the Commission, was questioned on Australian video-link. Construction manager Shirtcliff disingenuously stated he only checked CTV construction once a month & it was the building foreman's responsibility to build CTV. Shirtcliff was too busy managing 2 other construction sites elsewhere in Christchurch. (The Press 09.08.12).

Then structural engineer Jacobs stated CTV didn't have enough reinforcement steel in the columns. (The Star 10.08.12). Funny how design engineer Reay said the columns were OK, but CTV was weakened by serial quakes.

Given all the blame shifting & no supervision, it was a wonder CTV was built at all.

Horrors of CTV collapse, quoted from van Beynen's book "Trapped," referred to Japanese students learning English at the King's Education language school in CTV:

"Only 11 of the 23 in the travelling party made it back to Toyama... Twelve of the group, all students, were killed in the collapse of the CTV building. Another student from Toyama... was also killed. A university student, she had travelled to Christchurch independently ... Of the 116 [sic 115] who died in the CTV building on 22 February, 28 were students from Japan and 64 were students of the King's Education language school. Its principal Brian Taylor and teachers including Te Taki Tairakena and six other staff were also killed."

Why didn't those involved with design, construction & inspection of CTV show integrity for their actions & omissions? Families of the dead & injured were owed an explanation as to why CTV collapsed.

09.08.12, 8.03pm, M3.7 quake, depth 8km, within 5km of Lyttelton (GeoNet). Trembled our Burnside house. Startled us while watching TV.

The Press 13.08.12, reported a Cantabrian flogging FUTTERLY UCKED T shirts.

Coda:

The Press, 02.04.14: EQC customer services boss Emson would leave EQC at the end of the month, April 2014.

In future, Reay would be notorious for wriggling out of accountability for CTV collapse. Reay even evaded disciplinary action from Ipenz, Institute of Professional Engineers NZ, by resigning from Ipenz (The Press, 18.06.14).

Sun 21.02.16. Cathedral Sq: A similar protest about EQC & insurer delays would be held. Five years post 22.02.11 Killer Quake, why was NZ National govt / CERA / PM Key & Brownlee not doing anything about EQC incompetence & delays & insurer delays?

Mar 2019: Only after Labour succeeded National as NZ govt would the Department of the Prime Minister and Cabinet announce that Dame Silvia Cartwright would lead a Commission of Inquiry into EQC affairs. Media report / submission by the Controller and Auditor General would be critical of the EQC.
