EQC & Insurer Shame Protest & Ineptocrats. CTV Collapse, Commission of Inquiry, Christchurch Quakes

Wed 08.08.12. Midday. A protest against post quakes, EQC's & insurers' delays started on the corner of Princess St & Clarence St. A crowd of about 100 protesters gathered, including media & 4 cops, mostly under umbrellas or wearing rain gear in pouring rain.

There were few smiles at the protest. Enduring 11 000 quakes & emotional, physical & financial pain was etched on everyone's faces.

CERA had divided green zone residential properties into Technical Categories, TC1, TC2, TC3, according to the severity of ground damage. Thus TC1, like our Burnside rental, needed no change to foundations, as there was little or no ground damage during quakes. 28 000 TC3 home owners endured severe liquefaction during quakes & had to repair their house foundations to a stricter code at great cost if they wanted to sell. To date, snag was neither EQC nor CERA could tell what foundation improvements were needed for TC2 & TC3 properties. Hence TC3 property owners were left in limbo by EQC & CERA muddling over foundation strengthening.

Adding insult to injury, insurers did nothing until EQC & CERA sorted out their TC3 mess.

NZ Govt / EQC / Fletchers fixed easy house repairs first, to pump up their rosy statistics giving the impression huge numbers of repairs were quickly done. Difficult repairs & $100 000 over-cap repairs or rebuilds were delayed for years by EQC & insurers. Never mind shonky repairs by insurers like IAG fixing concrete slab foundations with grout or resin.

Aug 2015. An investigation by NZ govt's MBIE ministry reported that EQC / Fletchers repairs of house foundations were shoddy, especially jack & pack foundation repairs. A Fletchers boss blamed migrant Irish workers. CERA minister Brownlee blamed cowboy builders. Typical Kiwi blame shifters! Later on it transpired that EQC needed to repair 5 500 shoddy house repairs.

Rev Coleman started the march in the rain along Princess St to EQC offices. There EQC ineptocrat boss Simpson & sidekick, ineptocrat Emson, under a black umbrella, awaited the crowd in the rain in the EQC car park. Simpson & Emson wore black, polished shoes, black longs, & black jackets, with natty EQC badges on their shoulders, slick ineptocrats awaiting a brighter future.

Four loudspeakers on a trailer enabled all to hear, including EQC office minions sucking off taxpayers. Four cops in yellow, Hi Vis waterproofs hovered while the crowd arrived, then stayed to intimidate. Coat-tail councillors Livingstone & Carter were also at the protest.

Rev Coleman introduced speakers like Labour MP Dalziel, who spoke for quake trashed E suburbs. (Dalziel would soon become Christchurch mayor after Parker's demise). Other speakers included ex mayor Moore...

During one of his speeches Rev Coleman held up a photo of Xmas quake bruised, 85 year old, Gillman, who was battling to get her TC3 zoned, Rocking Horse Rd house sorted with EQC & insurer. Rev Coleman objected to CERA's & insurers' non prioritizing of housing repairs.

As dad's taxi I often travelled that way, as son Luke's girlfriend lived near Rocking Horse Rd, Southshore.

Ineptocrats Simpson & sidekick Emson replied. Some protestors then took the mike & asked questions or complained. Their queries & fury spoke for 1 000s of others, unable to be at the protest in bucketing rain.

Hopeless protesters versus Helpless EQC & insurers: The protest was about well off people who had their own homes, paid mortgages, EQC premiums, insurance premiums & rates, (some with quake trashed houses doing same, plus forced to pay rent elsewhere), but post quakes were TC3 green-blue zoned into limbo land by CERA. They had BIG BUCKS to gain from the rich people protest.

Spare a thought for those less well off who didn't own their own homes, who also suffered the quakes & via rents paid landlords' mortgages, EQC premiums, insurance premiums & rates, but had nothing to gain from the protest.

After 1.5 hours in the rain, protestors marched along Clarence St to IAG insurer office to protest there, trailed by a cop. I'd had enough rain, so wandered off to my car at Bunnings car park. My sopping Swanndri had kept me warm. I wore my Springbok rugby beanie of course.






It was about time ineptocrat CERA minister, Brownlee, ineptocrat EQC boss Simpson & sidekick Emson, ineptocrat CERA boss, Sutton & former CERA demolition boss & CCDU boss, ineptocrat Isaacs prioritized repairs or rebuilds of CERA green zoned residential housing.

08.08.12. Livingstone & Carter, councillors, EQC & insurer protest, cnr Clarence St / Princess St. Livingstone was re-elected at the next Council elections. Carter didn't seek re-election.

It was about time omnipotent CERA powers were used to sort out ineptocrat EQC & ineptocrat insurers, to stop messing about with apportionment, land drilling & land report delays... & pay up pronto! EQC delays about under cap & over cap $100 000 repairs just enabled insurers to delay over cap $100 000 repairs & rebuilds.

Meanwhile at the Royal Commission of Inquiry, as to why the CTV bldg collapsed in the 22.02.11 quake, killing 115 people & injuring many, ineptocracy ruled those giving evidence. Buck passing & blame shifting was standard from those questioned by commissioners - pathetic performances by Council bldg inspectors, design engineers, structural engineers, draughtsman & building construction manager. 

First it was engineers blaming incompetent Council inspectors messing up safety stickering of the CTV bldg, post 04.09.10 & Boxing Day 2010 quakes.

Then it was engineers' disingenuous inability to decide whether the CTV bldg collapsed due to rotten concrete columns, or rotten concrete joins between concrete columns & joins between concrete shear wall & concrete floor diaphragms.

Then it was design engineer boss, Alan Reay shifting blame to subordinate, engineer David Harding, who did calculations for the CTV design. What kind of boss didn't regularly check / supervise his subordinate's work?

Only after 3 truculent appearances at the Royal Commission did Reay belatedly apologise for collapse of the CTV bldg, stating CTV bldg did not meet his standards. It's about time Reay gave evidence as to how the CTV bldg did not meet his standards? (The Star 08.08.12).

Then there was the engineering draughtsman who forgot he drew the plans for the CTV bldg.

Then convicted fraudster Gerald Shirtcliff, who at first deigned to appear before the Commission, was questioned on Australian video-link. Construction manager Shirtcliff disingenuously stated he only checked CTV construction once a month & it was the building foreman's responsibility to build the CTV bldg. Shirtcliff was too busy managing 2 other construction sites elsewhere in Christchurch. (The Press 09.08.12).

Then structural engineer Jacobs stated the CTV bldg didn't have enough reinforcement steel in the columns. (The Star 10.08.12) Funny how design engineer Reay said the columns were OK, but the CTV bldg was weakened by serial quakes.

Given all the blame shifting & no supervision, it was a wonder the CTV bldg was built at all.

The horrors of the CTV bldg collapse, quoted from van Beynen's book "Trapped," referring to Japanese students learning English at the King's Education language school in the CTV bldg:

"Only 11 of the 23 in the travelling party made it back to Toyama... Twelve of the group, all students, were killed in the collapse of the CTV building. Another student from Toyama... was also killed. A university student, she had travelled to Christchurch independently ... Of the 116 [sic 115] who died in the CTV building on 22 February, 28 were students from Japan and 64 were students of the King's Education language school. Its principal Brian Taylor and teachers including Te Taki Tairakena and six other staff were also killed."

It was about time those involved with design, construction & inspection of the CTV bldg showed integrity for their actions & omissions. Families of the dead & injured were owed an explanation as to why the CTV bldg collapsed. Not cowardice, evasions & blame shifting.

09.08.12, 8.03 pm, mag 3.7 quake, depth 8 km, within 5 km of Lyttelton (Geonet). Trembled our Burnside house. Startled us while watching TV.

During the 22.02.11 quake, I was caught in our wildly shaking Burnside rental home. Wife Leah was caught in her wildly shaking, liquefactioning, London St school.

That quake afternoon I drove along liquefactioning, cracked & sink holed, hell roads to Leah's school. We waited for parents to pick up kids, while jolting aftershocks continued & liquefaction volcanoes oozed all around the school.

Jake narrowly escaped brick crushing by a bldg collapsing near Under The Red Verandah restaurant. The bldg collapsed next to Jake while he was having a coffee break. He pulled fellow workers from the rubble.

Jake's best friend was killed by a CBD bar collapse. They were going to flat together.

Jake lost his Waltham Rd flat & possessions, flooded out by the quake. In 6 months, after 2 post quake restaurant sackings & 4 flat moves, Jake found another restaurant job, overworked & underpaid.

Luke was on a bus when the quake struck by Hagley Park. The bus driver dumped passengers on Moorhouse Ave. Luke was one of the first people to see quake collapsed RC Cathedral towers, Barbadoes St.

Luke took 3 days to return home via South New Brighton, where he stayed 2 aftershock hell days. Post 04.09.10 quake, he'd broken a collar bone while skateboarding on a quake trashed pavement.

Shortly after the 22.02.11 quake, I  posted a status on Facebook calling those responsible for quake collapsed Christchurch bldgs, "Bastards!" Under the circumstances that was mild. 

Facebook alleged friends castigated me: Two draughtsmen, living in Durban & Somerset West; an untrained East London teacher, then Christchurch trained, immigrant engineer, living in Brisbane; an East London accountant, immigrant family, living in Nelson. I trusted they too had followed the Royal Commission of Inquiry as to why the PGC bldg & CTV bldg collapsed.

The Press 13.08.12, reported a Cantabrian flogging FUTTERLY UCKED T shirts.

Coda: 02.04.14. The Press reported that EQC customer services boss Emson would leave EQC at the end of the month, April 2014. So much for EQC customer services.

Sun 21.02.16, Cathedral Sq. A similar protest about EQC & insurer delays was held. Five years post 22.02.11 quake, why the hell was NZ govt / CERA / Brownlee not doing anything about retarded EQC & insurers?
