Newstalk ZB implosion, CERA's Blueprint Stadium focus. Since the 22.02.11 Killer Quake, CERA had demolished 100s of ghost bldgs in Christchurch, red zone CBD. Demolishers' playround: W of Latimer Sq, gutted Newstalk ZB multi-storey, awaited implosion, surrounded by empty demolition sites, a steel mesh fence cordon & attached threat signs.

31.07.12. Gloucester St view, Newstalk ZB, awaiting implosion for CERA's Blueprint E Frame / Rauora Park

Wed 30.07.12. CERA announced its Christchurch CBD Blueprint, which incl making Green  Frame parkland out of the CBD area S of Avon River, between Madras St & Manchester St. (Future Rauora Park). For its Blueprint to work, NZ National govt / CERA would need to buy more than 840 properties, then rationalize CBD properties for its Blueprint, Green Frame & other projects, like Blueprint, Convention Centre / Te Pae, Stadium, Metro Sports Facility & turn Christchurch CBD into NZ National govt's / CERA's idea of a magnificent new CBD.

Post quakes, NZ govt would sell NZ National govt taken, E Frame land to developers like Fletcher to build apartments bordering the E Frame. Example: Newstalk ZB implosion site would become part of CERA's Blueprint E Frame / Rauora Park. The area bordered by E Rauora Park & Latimer Sq between Worcester St & Gloucester St would become Worcester Terraces, small apartments with off-road garages. Externally, apartments around Rauroa Park would all look boringly similar, mostly tilt-slab boxes, opportunities missed by developers & architects to create interesting architecture surpassing minimal building code.

31.07.12. Demolition in progress next to Orion bldg which would survive the quakes, Manchester St

CERA's Blueprint, E Frame included 14 storey, Newstalk ZB (Radio Network House) slated for implosion, Sun 01.08.12, a first for NZ. CERA was taking so long demolishing quake trashed, CBD high rises. (Central Police, Hereford St would be imploded 31.05.15).

31.07.12. Post quake, new build, Westende House, Manchester St / Worcester St. Newstalk ZB behind. In July 2015 Westende House would be demolished by CERA / CCDU to widen Manchester St

Newstalk ZB implosion by CERES firm cost $1 million. As implosion technology was readily available, why did CERA take so long?

Sat 31.07.12. As I wanted before & after pics, I trekked around Newstalk ZB before steel mesh fence cordons were closed for the implosion. Over recent weeks, Newstalk ZB was already gutted by demolishers, just a 14 storey, concrete skeleton left, surrounded by CBD demolition sites.

Sun 01.08.12, 7.30 am. Dawn. I parked my car on Chester St East, near the 185 Empty Chairs memorial to 185 people killed by the 22.02.11 quake.

I trekked down Madras St, past quake demolition sites to Amicus House demolition site, Madras St / Armagh St, where I joined rubberneckers & other photographers for pics. A crowd gathered & stretched from Centennial Pool ghost, Armagh St, around the cnr & down Madras St to Latimer Sq. Crowd size, about 4 000.

01.08.12. Armagh St / Madras St dawn view, abandoned Your City Gym bldg left, Newstalk ZB right. Your City Gym & Newstalk ZB would be demolished for CERA's Blueprint E Frame / Rauora Park

Newstalk ZB implosion site on Worcester St, opp quake damaged The Christchurch Club & next to a Clinic ghost, steel mesh fence cordoned, DANGER signs on fences, midway across Latimer Sq length. Since the quakes, besides normal road signs & business signs, citizens had endured many new signs: Homemade signs by citizens on roadsides or fences; Formal Information signs by authorities like Council or CERA; Ad hoc signs to advertise businesses & relocations; Threat signs from authorites & their stooges, like Council, Civil Defence, NZDF, CERA, demolishers; Protester signs. Power poles, trees & steel mesh fence cordons were convenient places to hang signs. Ubiquitous Threat signs were the most tiresome. A fortune would've been spent on all the authoritarian signs we endured.

01.08.12. Armagh St view, Hi-Vis vested viewers atop Pacific Tower / Rendezvous Hotel awaiting Newstalk ZB implosion

A latecomer couple, with tripod camera, pushed in front of me, trying to jostle me out of the way. In my loud, "deaf voice" I tapped the bloke's backpack & said, "Do you mind! I've positioned myself here for a good pic!" (Between two blokes on small ladders).

01.08.12. Armagh St view: Demolition in progress, PWC right, with dawn viewers atop, awaiting Newstalk ZB implosion. Abandoned Forsyth Barr left awaited restoration as Crowne Plaza Hotel. PWC demo site would become part of the new RC Cathedral precinct opp Victoria Sq

01.08.12. Armagh St / Madras St crowd awaiting Newstalk ZB implosion, middle. Abandoned Your City Gym bldg left & Newstalk ZB would be demolished for CERA's Blueprint E Frame / Rauora Park

The couple cringed, the bloke had bought a ladder to stand on, his blonde had plonked her back & tripod camera right in front of me! More photographers were positioned around me & on 2 parked utes.

01.08.12. Armagh St / Madras St viewers, seconds before Newstalk ZB implosion, 8 am, for CERA's Blueprint E Frame / Rauora Park

8am. A little boy suffering cancer pressed the implosion button & 2 loud BANGS signified the implosion. (Leah later told me she heard it at Burnside). I got a million dollar pic while the bldg fell. A grey dust cloud then obscured the view. Seeing the destruction, the crowd was jubilant. A bloke next to me with fancier camera snapped a series of automatic pics as the bldg fell.

01.08.12. Newstalk ZB rubble & dust settling, minutes after the implosion, Madras St / Gloucester St

While the dust settled, I trekked through the crowd in Madras St & Latimer Sq. A St John Ambulance stood at Madras St / Gloucester St crossing. A CERES ute stood inside Latimer Sq, steel mesh fence cordon. A sausage sizzle progressed by a ZM BLACK THUNDER SUV, below leafless, deciduous trees. Like me, the crowd still took pics, while cops in yellow, Hi-Vis vests patrolled outside the steel mesh fence cordon & Ryan Security in yellow, Hi-Vis vests patrolled inside the steel mesh fence cordon.

Madras St: I trekked S to look at CERA's Blueprint, 35 000 seater, roofed stadium site, bordered by E-W Hereford St & Tuam St & N-S Barbadoes St & Madras St on my left.

On my right, CERA's Blueprint, E Frame went down to St Asaph St by Christchurch Polytech. I wanted to see all the quake survivor bldgs & demolished properties, which NZ National govt / CERA would need to buy for its Blueprint stadium. The Blueprint stadium so close to the CBD & Blueprint E Frame / Rauora Park was a bad idea, as it would be built on Christchurch Fault, opp CTV demolition site, where CTV had collapsed in the 22.02.11 Killer Quake, killing 115 people, hallowed ground to become a memorial park. Opp the CTV demo site loomed multi-storey, IRD ghost.

One just had to trek around quake trashed AMI stadium, closed since the 22.02.11 Killer Quake, to see how awful it was for businesses & residential housing around a looming stadium. Never mind that AMI stadium was in pre quake debt, due to V Base mismanagement. The debt was taken over by Council post quake.

As for CERA's Blueprint Convention Centre / Te Pae near Cathedral Sq, the old, concrete, Convention Centre, between Kilmore St & Peterborough St, was trashed by the 22.02.11 Killer Quake & demolished. (The old Convention Centre demo site would be vacant until 2021 when plans were announced to build apartments, offices & a hotel on site).

During 15 pre quake years, I'd only gone to one rugby match at the old, AMI Stadium, tickets too expensive. I'd been to one book sale at the old Convention Centre. Useless to me. NZ National govt / CERA wanted to rebuild bigger & better & ratepayers would have to carry costs decades hence.

Hereford St / Madras St / Latimer Sq junction: By Arrow House demolition site, traffic was gridlocked after the Newstalk ZB implosion. Across Madras St, I trekked past St Johns Anglican Church demolition site, where foundations were being laid for the Anglican Cardboard Cathedral.

Madras St / Cashel St: In CERA's Blueprint, E Frame, plastic flowers hung on CTV demolition site's steel mesh fence cordon. Beyond was Les Mills gym, recently reopened. In the Blueprint, E Frame, IRD ghost loomed opp CTV demolition site. Across the road, St Pauls Trinity Pacific Presbyterian Church demolition site awaited building of the Blueprint stadium.

*01.08.12. Abandoned TelstraClear on CERA's Blueprint stadium site, Barbadoes St / Hereford St

Hereford St: Residential & business demolition sites, incl demolished Hereford House, back to the Anglican Cardboard Cathedral site. Some ghost businesses would be bought by CERA for its Blueprint stadium. The risible thing about CERA's Blueprint stadium was that it isolated the Anglican St Johns demolition site where the Cardboard Cathedral would be built. CERA planners had no respect for the Anglican church, nor aesthetics of plonking a stadium next to & looming above an Anglican Cathedral.

The conflict between secular state planning & Anglican cathedral was evident in NZ National govt's / CERA's Blueprint contempt for Anglican heritage. At Cathedral Sq, CERA's Blueprint Convention Centre / Te Pae would tower over Christ Church Cathedral, like the Blueprint Central Library / Turanga, which would obscure quake survivor Novotel's views in Cathedral Sq. Never mind other quake survivor hotels looming over Christ Church Cathedral, like Forsyth Barr / Crowne Plaza Hotel, Pacific Tower / Rendezvous Hotel & Millennium Hotel / Distinction Hotel.

01.08.12. Post quake, Latimer Hotel rebuild, Latimer Sq. New Latimer Hotel would be renamed Rydges Hotel

There were many demolition sites, residential & commercial sites, which NZ National govt / CERA would buy for its Blueprint stadium between Madras St & Barbadoes St.

And that was just properties CERA needed to buy for its Blueprint stadium. Never mind 100s of properties CERA would need to buy for its Blueprint E & S Frames & morph them into parkland & green alleys. (At that stage, CERA hadn't evolved a plan for plonking housing or flats on CERA's Blueprint Frame lands).

Why didn't rugby authorities buy & build their own new stadium? After all, post quakes NZ National govt had already revamped a temporary stadium, which had only part-filled for rugby matches. CERA's Blueprint for a 35 000 seater, roofed stadium, would saddle ratepayers with stadium costs for decades.

As for mayor Parker, there wasn't a squeak of protest about CERA's expensive white elephants. Not a squeak from town clerk Marryatt either.

Manchester St / Worcester St: Brand new, Westende House, built on the 04.09.10 Darfield Quake, ground zero site, was water-blasted by a team of workmen using a cherry picker & high pressure hoses. But brand new, Westende House was in CERA's Blueprint E Frame. CERA would demolish Westende House, July 2015, for wider Manchester St pavements, bus lanes & bus stops. By 2019 the new Manchester St would have constipated traffic, many traffic lights & 30km/h speed limit.

Worcester St: By the steel mesh fence cordon, cyclists viewed the implosion rubble heap. Blue detonator cord, behind shipping containers protecting the ghost Clinic, snaked under the steel mesh fence cordon to the implosion site. I was the only observer wearing a dust mask. I didn't stay long, as I feared silicon dust from crushed concrete.

Since the 22.02.11 Killer Quake, Newstalk ZB implosion was just one of many 100s of demolitions in the red zone, ghost CBD. Resurrections were NZ National govt / CERA dependent, as NZ National govt / CERA would hold Christchurch CBD hostage behind CERA's steel mesh fence cordons & NZDF soldier checkpoints for 28 months. Citizens banned.

Tues 26.03.13. The Press ad:

"CERA...

NOTICE OF INTENTION TO TAKE LAND FOR
THE STADIUM

Notice is hereby given, under section 54 of the Canterbury Earthquake
Recovery Act 2011, that the Minister for Canterbury Earthquake Recovery
proposes to take the land described in the Schedule to this notice...

The reasons why the Minister for Earthquake Recovery
considers it necessary to take the land are as follows:

1. The Stadium is an integral part of the Christchurch Central Recovery
    Plan;
2. The land described in the Schedule to this notice has been identified
as the most appropriate for the stadium; and
3. The Stadium cannot be properly constructed and operated without all
interests in the land being acquired.

The owners of the land and those persons with a registered interest in it
have been served with notice of the Minister's intention to take their land...

Warwick Albert Isaacs
Director Christchurch Central Development Unit
(for Minister for Canterbury Earthquake Recovery)..."

Ah-Ha! Christchurch CBD land-grab by NZ National govt / CERA done by Brownlee, Ilam electorate MP & CCDU appointee Isaacs from Timaru. The land-grab would be paid by NZ taxpayers, but Isaacs & Brownlee to date still hadn't said who would pay for the Blueprint stadium, replacing the liquefactioned AMI stadium. (Demolished 2019).

Never mind that it would take 3 years before AMI Stadium insurance payout evolved, as part of a bulk payment for quake damaged Council assets

The Forsyth Barr stadium recently build in Dunedin was massively expensive for Dunedin ratepayers.

A top down, forcing of a rugby stadium on Christchurch citizens to be built on Christchurch Fault, on land next to to Christchurch Anglican Cardboard Cathedral, Latimer Sq & CERA's Blueprint E Frame. So far, there were no offers to build, or pay for the stadium by Canterbury rugger buggers.

The Press, another CERA ad:

"NOTICE OF INTENTION TO TAKE LAND FOR
THE JUSTICE AND EMERGENCY SERVICES
PRECINCT..."

For CERA's Blueprint Justice & Emergency Services Precinct, NZ National govt / CERA would use taxpayers' money to land-grab a CBD block, bordered by Lichfield St, Tuam St, Durham St Sth.

For its Blueprint Convention Centre, NZ National govt / CERA would use taxpayers' money to land-grab another huge CBD block, bordered by Gloucester St, Armagh St, Oxford Tce & Colombo St, between Victoria Sq & Cathedral Sq. Due to quakes, prime land nabbed by NZ National govt / CERA.

Although a temporary stadium was already revamped by Brownlee's rugger minions post 22.02.11 Killer Quake, citizens weren't consulted for the need, viability, or positioning of the Blueprint, 35 000 seater, roofed stadium between Barbadoes St & Madras St.

What were Isaacs & his Blueprint minions thinking plonking a 35 000 seater, rugby stadium near Anglican Church property (St Johns / Cardboard Cathedral) opp CTV demolition site, where 115 people died in the 22.02.11 Killer Quake?

2021. Stadium construction hadn't even started. Plans had changed for a 25 000 seater stadium. Restored NG Building, a heritage bldg, on the stadium site, Madras St: 10 years post quakes, NG Building owners' court cases vs NZ govt's land-grab for CERA's Blueprint stadium would farcically enable NG Building to relocate to the demo site next to the Anglican Cardboard Cathedral! Meanwhile a vast area of vacant demo sites between Madras St & Barbadoes St, awaiting stadium construction, had road bits ploughed up, like sections of Cashel St & Lichfield St incl in the stadium site. 2022. NG Building would be demolished. The empty stadium site would be surrounded by a wire fence cordon, then a solid steel fence before work began on stadium construction, 2022-2023...
