Since the lethal 22.02.11 quake, CERA had demolished hundreds of bldgs in Christchurch, red zone CBD.

Wed 30.07.12. CERA announced its Christchurch CBD Blueprint, which included making Green Space Frame park land out of the CBD area S of Avon River, between Madras St & Manchester St. For its Blueprint to work, NZ govt / CERA would buy perfectly good, quake survivor, Frame properties & demolish more bldgs.

CERA would need to buy more than 840 properties, then rationalize CBD properties, to effect its Blueprint, Green Space Frame & other projects, like Blueprint, Convention Centre, Stadium, Metro Sports Facility & turn Christchurch CBD into corporate porn - suits, office workers, gym joggers, ipods, Blackberries, boring accountants, lawyers, tourists & expensive hotel staff.

CERA's Blueprint, E Frame included 14 storey, Newstalk ZB (Radio Network House) which was slated for implosion on Sun 01.08.12, a first for NZ. Hopefully more implosions would happen, as CERA was taking so long demolishing quake trashed, CBD high rises. (Central Police, Hereford St was imploded 31.05.15).

Newstalk ZB was imploded at $1 million cost by CERES firm & a little boy suffering cancer pressed the implosion button at 8 am. Pity high rise implosions weren't done earlier, as implosion technology was readily available.

Sat 31.07.12. As I wanted to take before & after pics, I wandered around Newstalk ZB before fence cordons were closed for the implosion. Over recent weeks, Newstalk ZB was already gutted by demolishers, just a 14 storey, concrete skeleton left, surrounded mostly by CBD demolition sites.

Sun 01.08.12, 7.30 am. Dawn. I parked my car on Chester St East, near the 185 Empty Chairs memorial to 185 people killed by the 22.02.11 quake. 

I wandered down Madras St, past quake demolition sites to Amicus House demolition site, corner Madras St / Amargh St, where like other photographers & rubberneckers I positioned myself for pics.

A crowd gathered & stretched from opposite Centennial Pool, Armagh St, around the corner & down Madras St to Latimer Sq. I guesstimated the crowd size about 4 000.

Newstalk ZB implosion site on Worcester St, opposite quake damaged The Christchurch Club & next to an abandoned Clinic, was fence cordoned, with lurid DANGER signs on fences, midway across Latimer Sq length.

A latecomer couple, with tripod camera, pushed in front of me & tried to jostle me out of the way. In my loud, "deaf voice" I tapped the bloke's backpack & said, "Do you mind! I've positioned myself here for a good pic!" (Between two blokes on small ladders).

The couple cringed, the bloke had bought a ladder to stand on, his blonde had plonked her back & tripod camera right in front of me! More photographers were positioned around me & on 2 parked utes.

Two loud BANGS signified the implosion. (Leah later told me she heard it at Burnside). I got a million dollar pic while the bldg fell. A grey dust cloud then obscured the view. Seeing the destruction, the crowd was jubilant. A bloke next to me with fancier camera snapped a series of automatic pics as the bldg fell.

While the dust settled, I wandered the crowd in Madras St & Latimer Sq. A St John Ambulance stood at Madras St / Gloucester St crossing. A CERES ute stood inside Latimer Sq cordon fence. CERES was the firm which imploded Newstalk ZB.

A sausage sizzle progressed by a ZM BLACK THUNDER SUV, below leafless deciduous trees. Like me, the crowd still took pics, while cops in yellow, Hi Vis vests patrolled outside the cordon fence & Ryan Security in yellow, Hi Vis vests patrolled inside the cordon fence.

I wandered S, down Madras St to look at CERA's Blueprint, 35 000 seater, roofed stadium site, bordered by E-W Hereford St & Tuam St & N-S Barbadoes St & Madras St, on my left.

On my right, the Blueprint, Green Space E Frame went down to St Asaph St by Christchurch Polytech. I wanted to see all the quake survivor bldgs & demolished properties, which NZ govt / CERA needed to buy, to make way for its Blueprint stadium.

I thought building a Blueprint stadium so close to the CBD & Blueprint, E Frame park land was a bad idea, as it would be built on the CBD Fault, opposite the CTV demolition site, where the CTV bldg collapsed in the 22.02.11 quake, killing 115 people.

One just had to wander around quake trashed AMI stadium, closed since the 22.02.11 quake, to see how awful it was for businesses & residential housing around a louring stadium. Never mind that AMI stadium was in pre quake debt, due to V Base mismanagement. The debt was taken over by Council post quake.

As for CERA's Blueprint of a new Convention Centre near Cathedral Sq, I remembered the old, crappy, concrete Convention Centre on Peterborough St, which was trashed by the 22.02.11 quake & demolished.

During 15 pre quake years, I'd only gone to one rugby match at the old AMI Stadium, tickets were too expensive & I'd been to one book sale at the old Convention Centre. Fat lot of use those white elephants were to me & others. Yet NZ govt / CERA wanted to rebuild bigger & better & ratepayers had to carry costs decades hence.

Corner Hereford St / Madras St / Latimer St junction: By Arrow House demolition site, traffic was gridlocked after the Newstalk ZB implosion. Across Madras St, I wandered past St Johns Anglican Church demolition site, where foundations were being laid for the Anglican Cardboard Cathedral.

Hereford St: Residential & business demolition sites, including demolished Hereford House, back to the Anglican Cardboard Cathedral site. Some abandoned businesses would need to be bought by CERA for its Blueprint stadium. The risible thing about CERA's Blueprint stadium was that it isolated the Anglican St Johns demolition site where the Cardboard Cathedral would be built. CERA planners were plonkers, no respect for the Anglican church, nor aesthetics of plonking a stadium next to & looming above an Anglican Cathedral.

There were many demolition sites, residential & commercial sites, which NZ govt / CERA needed to buy for its Blueprint stadium between Madras St & Barbadoes St.

And that was just properties CERA needed to buy for its Blueprint stadium. Never mind 100s of properties CERA needed to buy for its Blueprint N, E & S Frames & morph them into temporary park land, with later resale of Frame properties for govt profit. (At that stage, CERA hadn't even come up with a plan for plonking housing in its Blueprint, Frame lands).

Why didn't rugby authorities buy & build their own new stadium? After all, post quakes NZ govt had already built a temporary stadium, which had only part-filled for rugby matches. Sounded like CERA's Blueprint for a 35 000 seater, roofed stadium, would saddle ratepayers with stadium costs for decades.

As for mayor Parker, the great communicator, there wasn't a squeak of protest about CERA's expensive white elephants. Not a squeak from town clerk Marryatt either.

Newstalk ZB implosion site: About an hour after the implosion, the crowd had dispersed & the fence cordon was opened. The demolition site by abandoned Morley House was covered in grey dust. A biker couple in leathers hugged each other by their parked motor bikes, Gloucester St corner.

I wandered up to the rubble heap, NEWSTALK ZB sign undulating on top of the rubble, surrounded by an inner cordon fence. Grey dust covered nearby demolition sites, a thick, gritty layer at the back of the abandoned Clinic. A Ryan Security man in yellow, Hi Vis vest talked to a woman. Another Ryan Security man directed vehicles onto a Gloucester St demolition site next to implosion rubble.

City Care water tankers sprayed water on dusty Gloucester St, Manchester St, Worcester St & by Latimer Sq. A dusty car was parked on Gloucester St / Manchester St corner. Camera tripods stood on the road at the back. The E wind had blown implosion dust media way. North westwards, PWC high rise could be seen, a demolition in progress. Pacific Tower (Rendezvous Hotel) loured above the lot. After Newstalk ZB implosion, Pacific Tower was the tallest bldg in town.

Corner Manchester St / Worcester St: Brand new Westende House, built on the 04.09.10 quake, ground zero site, was water-blasted by a team of workmen using a cherry picker & high pressure hoses. Brand new Westende House was in CERA's Blueprint, Green Space E Frame. CERA's Blueprint had Westende House slated for demolition in July 2015 to widen Manchester St.

Cyclists checked out the rubble heap from Worcester St cordon. Blue detonator cord, behind shipping containers protecting the abandoned Clinic, snaked under the cordon fence to the implosion site. I was the only observer wearing a dust mask. I didn't stay long as I feared silicon dust from crushed concrete.

Since the 22.02.11 quake, Newstalk ZB implosion was just one of many 100s of demolitions in the red zone CBD. All visible bldgs in the red zone cordon were abandoned. Resurrections were CERA dependent.

NOTICE OF INTENTION TO TAKE LAND FOR
THE STADIUM

Notice is hereby given, under section 54 of the Canterbury Earthquake
Recovery Act 2011, that the Minister for Canterbury Earthquake Recovery
proposes to take the land described in the Schedule to this notice...

The reasons why the Minister for Earthquake Recovery
considers it necessary to take the land are as follows:

1. The Stadium is an integral part of the Christchurch Central Recovery
    Plan;
2. The land described in the Schedule to this notice has been identified
    as the most appropriate for the stadium; and
3. The Stadium cannot be properly constructed and operated without all
    interests in the land being acquired.

The owners of the land and those persons with a registered interest in it
have been served with notice of the Minister's intention to take their land...

There you have it, land grab by NZ govt / CERA done by Brownlee, Ilam electorate & CCDU appointee Isaacs from Timaru. The land grab would be paid by NZ taxpayers, but Isaacs & Brownlee to date still hadn't said who would pay for the white elephant stadium, replacing the liquefactioned AMI stadium.

Never mind that it would take 3 years before AMI Stadium insurance pay out evolved, as part of a bulk payment for quake damaged Council assets

The Forsyth Barr stadium recently build in Dunedin had proved to be massively expensive for Dunedin ratepayers.

It was a top down, forcing of a rugby stadium on Christchurch citizens to be built on the CBD fault, on land next to to Christchurch Anglican Cardboard Cathedral, Latimer Sq & CERA temporary, Green Space, E Frame. So far, there were no offers to build, or pay for the stadium by Canterbury rugger buggers.

If Brownlee used his savvy, it would be better to build a language school on the Turners & Growers site. After all, Christchurch tech was down Madras St & the CTV bldg had collapsed on Madras St, killing scores of international students. What better memorial for them & their teachers? The language school could be run either by the tech, or university, or both. It would also attract more students to the CBD.

The Press also had a similar CERA advert:

Although a temporary stadium was already revamped by Brownlee's rugger minions post 22.02.11 quake, citizens weren't consulted as to the need, viability, or positioning of the Blueprint, 35 000 seater, roofed stadium between Barbadoes St & Madras St, a waste of money, plonked by Brownlee & Isaacs in Christchurch CBD.

I couldn't thing of anything more kitsch & crass than plonking a rugby stadium next to Anglican Church property (St Johns / Cardboard Cathedral) on St Pauls Trinity Pacific Presbyterian Church demolition site, opposite the CTV demolition site, where 115 people died in the 22.02.11 quake.
