National State of Emergency, Wed 02.03.11. A week post 6.3 magnitude Christchurch quake, 22.02.11, as I'd slept through a 4.6 aftershock on Tues night 01.03.11, I thought I'd see the military cordon surrounding CBD quake damage.

I parked my car on Papanui Rd, as I wanted to walk the national state of emergency cordon, starting along Bealey Ave. Walking the whole cordon didn't happen that day, as my coolpix camera card expired & I didn't have spare. What I walked was enough extremes for a day, for a lifetime.

NZTV One News was camped in a tar seal car park in 3 white porta-cabins, with white umbrellas, chairs, tables, mega equipment, at the bottom of Papanui Rd, near posh hotels, not lacking home comforts, while 1 000s of Christchurch citizens were without jobs, power, water connections, sewage connections, in the shit.

One News jabberers just rolled out of posh hotel beds & there was destroyed Carlton pub bldg, parapet decapitated, top side wall ripped off, exposing top storey rooms, jumbled contents & silence.
Bealey Ave facade, Carlton Hotel was metal braced & scaffolded, more damaged by the Feb 22 quake, backdrop to TV. One News waited for NZDF soldiers & cops to allow them through state of emergency cordons to rubberneck & chatter with authoritarian Civil Defence, Council, cop, USAR / TF gurus about CBD destruction.
Never mind 1 000s of citizens with real quake stories, kept out of the CBD. Too much trouble for news puppies.

A Japanese TV crew camped in two brown mini buses on the road island opposite Knox Presbyterian Church, traffic grinding in three directions around them, swirling liquefaction dust. Jap TV was there, as Jap students were killed by the quake collapsed CTV bldg, where 115 people died.
While I coolpixed, NZDF soldiers & cops guarded Victoria St, plastic taped & coned cordon. I saw right through the Feb 22 quake trashed Knox Church - sideways. (The Sept 4 quake had toppled pointy brick gables like Toblerone chocolates). Walls ripped off, rubble on the pavement. A gaggle of Civil Defence, NZRT, on the pavement in red overalls & orange hard hats awaited instructions. Like after the Boxing Day quake, NZRT were doing their dogsbody job again, checking rubble & escorting bldg inspectors.

A white truck with Quakebusters logo on the door rattled past. Christchurch citizens were all Quakebusters, we'd survived 3 major quakes & 1 000s of aftershocks within 6 months.
The safest way to wander down Bealey Ave, one week post Feb 22 quake & into the second week of the national state of emergency, with the CBD cordon on my right, was to walk on grassy, road islands in the middle of Bealey Ave, protected by an avenue of oak trees, chestnut & birch trees. I saw a series of quake destroyed bldgs & crossings on my left & right, with military cordon checkpoints, NZDF soldiers & cops at each crossing on my right.
Leah was off work due to national state of emergency school closures, awaiting post quake school safety inspections. Luke's tech workshops & lectures were also closed for inspections.
Jake lost his best friend, restaurant job, quake flooded flat & possessions, although still paid by his employer, awaiting bldg inspection. (Businesses received business interruption insurance payouts, covering employees' post quake wages). After a restaurant, old, brick bldg had collapsed next to Jake during the quake, Jake ripped out a hot water cylinder with his bare hands & pulled work mates from restaurant rubble.
It was traumatic for Jake to cope with grief & save quake ravaged possessions & move flat along quake trashed roads to a "safer" quake trashed, garage flat off Cranford St. Post Feb 22 quake, including a bitterly cold winter, he moved flat 3 times in 6 months & went on the dole. As Christchurch hospitality industry was fucked by the Feb 22 quake, it would take 6 months before Jake found another hospitality job in Christchurch. During that time we helped Jake relocate, salvage some of his possessions, like sewage flushed washing & pay some of his rent.
On her daily work trek Leah drove along Bealey Ave to her London St School. I wanted to see quake damaged London St, Stanmore Rd & environs.
Most noticeable was people walking or cycling with masks, handkerchiefs or bandannas covering their noses & mouths, due to liquefaction dust & dry sewage, whipped up by the hot nor'wester. Never mind asbestos, silicon & concrete dust from damaged & demolished bldgs.
The closer I walked to Fitzgerald Ave crossing & London St, the more dusty & gritty the air became, my hair, beard, mouth, teeth, eyes & nose gritted up. I spat great gobs along the way, not wanting to swallow dry crap in the wind.
Some Bealey Ave bldgs, damaged by the Sept 4 quake, were fence cordoned for months, in an unstable state, hazardous to people & traffic & were only demolished post Feb 22 quake.
Intersperse the following quake damages I saw, with NZDF soldiers & cops on my right at road cone & danger taped, cordoned crossings, for an idea of the military cordon along Bealev Ave. Gridlocked traffic bumped along in 2-3, quake trashed lanes, both sides of central road islands on Bealey Ave.
I coolpixed the most obvious Bealey Ave quake damages, both roadsides, going in a west - east direction from Papanui Rd / Victoria St crossing to Whitmore St / London St / Fitzgerald Ave crossing. Roof tiles were loosened on roofs & brick & concrete garden walls were flattened by the Feb 22 quake. Heaps of bricks lay on pavements, or in gardens, or in driveways.
Walls were stripped off bldgs too, like Bealey Pharmacy, with brick crushed cars alongside. Bealey Pharmacy was soon demolished. Two houses were tilted together & forwards by the Feb 22 quake. They were soon demolished.

Another Jap waited for news from Civil Defence in the glassy Art Gallery (Civil Defence HQ). Japs I spoke to knew little English. They were aching to get into the CBD, as Jap language students had died in the collapsed CTV bldg, Madras St / Cashel St corner. Pain was on faces of all Jap camera crew I saw.

Between Bealey Ave & Kilmore St, a Fitzgerald Ave northbound lane by Avon Loop collapsed in the Feb 22 quake. That Fitzgerald Ave, northbound lane was cordoned for over a year, due to road rebuild.
On Feb 22 quake afternoon, London St from Bealey Ave to Stanmore Rd, was liquefaction hell - cars trapped in liquefaction ooze; flooding; wet silt oozing in gardens, road, pavements & driveways.
People stood around shocked, looking at cracked driveways & pavements. Bricks were flung off walls. Water & mud oozed on soggy ground. Cars sloshed over mud, bumps & sink holes.
There was gridlock along Bealey Ave where I'd experienced one aftershock intense enough to bounce my car. Cops detoured traffic along Whitmore St away from London St & Fitzgerald Ave. Chaos. I'd abandoned my car on Whitmore St & walked to Leah's London St School.
A week post quake, London St was chaos with gridlock traffic going to & from Bealey Ave & Stanmore Rd. There were heaps of dry liquefaction silt, roads still bumpy, but dry, flooding gone.
London St was dusty, as Civil Defence / Council hadn't cleared drying liquefaction silt a week post quake, despite 1 000s of cars forced to use Stanmore Rd & London St as main thoroughfares, due to Fitzgerald Ave cordon.
Dust was a health hazard, with people wandering around in masks, clouds of gritty dust everywhere, the nor'wester whipping up dust clouds in London St, traffic adding to the health hazard. Fulton Hogan tankers sprayed water along roads, laying dust briefly, inadequate & made a muddy mess. I dreaded the thought of germs invading Leah's school, after liquefaction silt, flooding, wind, dust, spray & traffic.
Seven months post Feb 22 quake, parts of London St were still in bad repair - lumpy & bumpy. Most days I drove along London St, so knew it well, inch by silted, bumpy inch.
Fifteen months post Feb 22 quake, like many Christchurch roads, London St was still in bad repair, the worst lumps & bumps right outside Leah's school. Whenever a heavy vehicle passed, the double storey school shook. In 2015 the school was repaired 4+ years post Feb 22 quake. That's how long it took to sort out EQC & insurer delays. There were 1 000s more delayed repairs / rebuilds, caused by EQC & insurer hassles.

Leah's school smelt shitty, the worst I'd smelt in both quakes. I found 3 dad's digging liquefaction silt out of the playground in front of Leah's classroom. I thanked them & offered them water, they had their own. They'd already cleared silt from the gravel car park - 3 piles.
A huge silt pile was outside the school front gate. A silt volcano was at the back of the car park - it had trapped Leah's Honda - grey & dusty. A week ago when I'd last seen it, 4 hours post quake, it was still oozing grey mud & grey water.

By Richmond Working Men's Club, London St, I walked through choking dust raised by traffic, past the collapsed brick parapet. The brick damaged, white car I'd seen on Feb 22 quake day was gone.
I crossed Richmond Village Green opposite New World supermarket, past the kids playground & kicked through a dusty, grey silt mound. A week ago on quake day, when the mud was pristine, I saw a mom & her daughter nervously leaping over grey water & mud piles in the middle of the park.

Beside the park on Pavitt St, I looked at dry mud piles & the damaged road. On Feb 22 quake afternoon, I saw cars fording flood water across the road. Families sat in their soggy gardens, fear on their staring faces, too scared to be inside their homes, while aftershocks pounded us. I'd directed a woman driver's car away from a crack in the middle of the road, hidden by liquefaction mud by Richmond School.

I wandered down dusty Stanmore Rd & coolpixed a house with collapsed end wall; people lining up for free gas at a gas station; people wearing mask protection against flying dust; a brawny bloke digging liquefaction silt outside the gas station.
Posties cycled by, wearing masks, getting post back to normal. Next day, Wed, we got our first letter, 8 days post quake. A water tanker sprayed Stanmore Rd, laying liquefaction dust, briefly. Portaloos lined the road. 30 km speed limit signs slowed traffic down, stopping more road damage.

By Stanmore Rd Bridge, at River Rd & Avonside Dr crossings, both sides of the bridge, there were huge road cracks, caused by lateral spreading of Avon River banks. A light plinth had collapsed off the bridge onto the river bank, Avonside Dr side. Avon River was an open sewer, as many sewage pipes had broken, flushing sewage into the river. Sewage polluted Avon River for many post quake months.
Avonside Dr was cracked by lateral spreading of Avon River bank. Some white lines on the road had sheared with great slabs of tar seal moved more than 10 cm apart. Since the Sept 4 quake, all over Christchurch & surrounding towns like Kaiapoi, there was vast movements of tar seal on roads, pavements & footpaths & movements of concrete driveways, with huge cracks showing the movement. Never mind quake damage to underground infrastructure, needing billions of dollars to fix.

Further down Stanmore Rd by Worcester St crossing, near where Jake had worked, Sept 4 quake damaged bldgs were worse post Feb 22 quake. More collapsed roofs, broken facades, tilted facades, "dolls house" walls torn off on more than one bldg, like the place was blitzed. Rubble & junk lay on pavements & road, all fence cordoned, obstructing traffic. A couple sat in their flat garden drinking tea, watching traffic gridlock. A truck filled with quake rubble rumbled by. It shook the road like another quake.

Citizen complaints soon arose about destructiveness / acquisitiveness of bldg inspectors, Urban Search & Rescue (USAR/ TF) teams, NZDF soldiers. e.g. Spray painted graffiti - pink, yellow, orange, green, on pavements & bldgs; willfully broken doors & windows; jewellery missing; furniture used by NZDF soldiers. Officious officials who were supposed to be saving cordoned out citizens from themselves were causing more damages by breakages, graffiti & helping themselves.
NZDF soldiers' looting: Gotta ask where all those chairs, benches & sofas came from, which I saw NZDF soldiers using at cordon checkpoints? Since when was using citizens' private property, like chairs & sofas, with the intention of not giving it back, not looting?
Yet citizens were prevented from entering the CBD cordon by NZDF soldiers, to secure their business records & property.

Collapsed Argonaut bldg: Intact pre Feb 22 quake, when I'd wandered by a couple of weeks ago. Roof caved in, rubble on pavement & road. Workmen on a next door roof, by a peeled second floor corner room, chucked rubble off the roof, assisted by a roadside digger.

I wandered past a heavily equipped photographer trying to put his camera over a cordon fence. I just stuck my lens through fence holes. He had a heavy backpack, camera & massive lens, like a club.
I coolpixed a man in a wheelchair on Worcester St corner, waiting for traffic lights. He wore a dust mask & gave me the finger. The other photographer snapped him with a long lens. His dearer pics may have been better than mine, but I was closer to the action.

I wandered further down Stanmore Rd, & turned into Hereford St towards the CBD, as I wanted to see Sept 4 quake damaged houses I'd coolpixed a couple of weeks ago. They were worse after the Feb 22 quake.
I saw a man & woman in Hi Vis vests inspecting a house, then my coolpix memory card expired. I deleted some old pics. I turned right into Fitzgerald Ave, walking towards Kilmore St crossing.

At Gloucester St crossing cordon, I asked a NZDF soldier, trooper Lomond, if I could short cut along Fitzgerald Ave back to my car, via Bealey Ave again. I explained I'd run out of camera memory card & wanted to avoid dusty Stanmore Rd. We found we were distantly related. Strange meeting.
Two scowling, fat cops sat on chairs while we talked, reminding me of well paid apartheid bosses, relaxing, while poor labourers did the hard work.
Generally I was impressed by NZDF, cordon soldiers, intelligent young men, upright, polite & efficient.
Cops were less impressive.
I wandered on my own up Fitzgerald Ave in the CBD cordon, deserted, no traffic, no one, lucky me. I think trooper Lomond liked me.
I coolpixed a massive quake sink hole about 3 road lanes wide, which had gobbled 2 & a bit lanes & some of the grassy road island, close to old Pickwicks Antiques bldg which was badly damaged. Pickwicks was demolished over many months.

At Kilmore St cordon trooper Bloxham wasn't so kind. He said the rest of Fitzgerald Ave would be impassable for me, not even on the side of the road I suggested, where I'd snapped quake pics on Feb 22 quake day. That's what the national state of emergence cordons did - block citizens.
I detoured back to Stanmore Rd along deeply cracked Avonside Dr, usually thick with traffic, deserted, the road slumped along Avon River bank, due to lateral spreading. A beige Unimog troop carrier passed, 3 NZDF soldiers in front. They ignored me.
I passed 2 sucker trucks, sucking sewage by the Avon, River Rd side. I wandered in the CBD cordon back to Stanmore Rd Bridge by sewage polluted Avon. Christchurch was invaded by sucker trucks from all over NZ, slurping sludge from quake trashed infrastructure. The national state of emergency enabled dragooning of sucker trucks. Sucker trucks sucked Christchurch for many months, unblocking drains & sewage pipes, trashed by the Feb 22 quake. Three years later in Timaru, I'd recognise Allens blue, sucker trucks I'd seen slurping Christchurch.

I watched a woman directing gridlock traffic at Avonside Dr / Stanmore Rd crossing. She wore a dust mask, yellow, Hi Vis vest & shorts. Besides the fallen light plinth, Stanmore Rd Bridge was OK, but either side, the road had slumped with cars climbing up & over the bridge. The 22.02.11 quake skewed many Christchurch road bridges - abutments tilted into riverside mud & spans horizontally rotated, with concrete spalling where spans bashed abutments.

On the dusty footpath, I passed a cardboard box with plastic bottled water inside, with instruction: "Boil." I passed a blonde flogging little, brown bottles of Christchurch Relief Essence from a table.
I stopped at 2 black, plastic-bagged trees, an olive & a pittosporum, both toppled by the gritty nor'wester, both red ribboned with quake messages & tied with cardboard tags & quake messages. I wrote, "Pray for Christchurch" & tied it to a tree.

That Wednesday night, TV news said authorities were considering relaxing the CBD military cordon to allow people to fetch possessions & business records from the CBD. A bit late, as subsequent news reported that thieves had already stolen goods from the closed CBD, military cordon. So much for NZDF soldier / cop checkpoints & their surveillance.

Before returning home to Burnside I drove to National Bank branches, at Papanui & Riccarton, but both were closed. I then joined a long queue at Upper Riccarton, National Bank, to get money & shopped at Bush Inn mall. The supermarket was undergoing quake repairs while shoppers shopped.
Back home, a LANSAR lady knocked on our front door, inquiring whether we were OK. She told us we were listed, "Missing." Later Red Cross phoned, inquiring the same. We found out later a Melbourne mate had tried to phone us several times, so asked Aussie Red Cross to search for us as, "Missing persons."He was a Fijian, SAS veteran, so knew how to kick emergency services' asses. LANSAR camped at Halswell Domain for the duration, separated from USAR / TF, camped at Latimer Sq.

Averil (RSA): Saw devastation of quake on CNN - funeral of 5 month old - youngest victim. Also showed gigantic cavity in Christchurch - looked like a giant mud pool. 1/2 building faces. Shake my head in disbelief. Mar 1 at 6:20 am.
Mark: Disbelief alright. All the details of destruction. Been doing lots of head shaking lately. Many pics I'd taken last few months show more damage to already damaged brick & stone bldgs. Watch TV like a hawk to see the differences in bldgs, some unrecognizable, so damaged.
[Citizens were banned from the CBD cordon, on pain of arrest by soldiers & cops, for 28 months, while the CBD was demolished, firstly by Civil Defence, then CERA, post national state of emergency].
Hopefully in the CBD cordon, Civil Defence is making good use of the national state of emergency & demolishing all the rubbish bldgs fast, this time round, not wittering & messing about. Saw the Sydenham Heritage Church, an old, stone church, gone on Colombo St / Brougham St cnr the other day, demolished at last, a pile of stones. Had stood unused & hazardous for years. Mark: Averil. Just seen the "hole" on TV aerial view. Think its Redcliffs or Sumner cliff side suburbs, where cliffs fell & rocks fell. Shopped @ Bush Inn, some shelves low stock, due to quake breakages & resupply needed. Expensive. Barrington Mall, afternoon silty, dusty, most shops closed. No water. Supermarket open, dusty. [Eventually, I stopped shopping at Northlands Mall, Pak 'n Save, nervous of all the quake cracks in undercover parking, concrete beams & columns. Changed my weekly shopping to Hornby Mall, Pak 'n Save, or Moorhouse Ave, Pak 'n Save. Some supermarkets were closed for years, due to quake damages, demolitions & rebuilds: Ferrymead countdown, St Martins New World, Redcliffs New World.]

Mark: Gail. Our suburb & NW suburbs got off lightly, central & seaside suburbs & some Port Hills suburbs bad. Durban's Daily News journalist, NBHS buddy, did a good write up of my initial impressions, few hours post Feb 22 quake. Seems a lifetime ago, a week ago. Incredible times we're surviving. Chaos. I spent most of the first night after the quake drafting words.
Jake still without water. 66% of the city now connected to water, the rest still battling. (86% power restored). Water collected from tanks or wells, some wells newly opened by those who know how. We feed Jake & girlfriend when needed & help them with new flat settling in, business, bank, shopping, etc, whenever we can.
Still washing Jake's & girlfriend's clothes, stinking outside on the deck, smells like sewage flooded over them. Got a note in our letterbox yesterday, people collecting wet or dry clothes, new market sprung up for those in need. Mar 2 at 5:28 am.
Mark: 155 dead [final toll185] 2 minutes silence yesterday, week post quake. TV showed various groups around NZ, in silence, grieving. Mar 2 at 5:39 am.
Mark: 29 C yesterday, hottest place in NZ, wind swirling liquefaction dust all over. Leah dislikes the dust, makes her chesty. Some people wearing masks for protection, incl CBD cordon soldiers. 120 000 tons of silt removed (TV news) 180 000 tons (Star) whatever, city a dust bowl in places when the wind blows. Mark: Star article: Seismologists (like Sept 4 quake) hadn't a clue where the Feb 22 quake came from, thought Lyttelton was quiet. Experts! Consequently, no warning whatsoever. Experts fiddled with computer stats trying to find various fault links. Maybe serious walking in the Port Hills may be a better way of finding faults. Mar 2 at 5:56 am.
[Seismologists & geologists soon checked Port Hills & Pegasus Bay, looking for more faults. I heard mockers squawking, "Hindsight, 20 / 20 Hindsight ..." But all knowledge & education was hindsight].

PM Key ordered inquiry into collapse of PGC & CTV bldgs. Let's hear the names of the safety inspectors who passed those bldgs safe after the last quake Key, for their come uppance. Mar 2 at 6: 04 am.

Grant (Aus): It is good to see that there is an inquiry, but remember those buildings were built a long time ago and certainly before the latest edition of the NZ earthquake standards.
When we lived in Chch from 1994-2001, the code was amended at least twice, after the LA quake & the Kobe quake in Japan. I think a week since the earthquake it is easy to point fingers, but the energy must not be wasted in that, rather on the rebuilding phase we are now going through in Brisbane at the moment, after floods.
[The Commission of Inquiry would prove engineers to be huge deniers of their own incompetence. Engineers regularly changing bldg codes showed they hadn't a seismic clue. More than 2 years post 04.09.10 quake, there was little rebuilding in Christchurch, due to ongoing demolitions, aftershocks & reluctance by insurers & reinsurers to settle & insure again. Any new quake insurance, property insurance & rebuild insurance was hugely expensive].
Just remember that these people are also human and they would not pass a building if they knew people would be killed!

This apparently was a fault that the seismologists didn't know about and I have walked the Port Hills over many years [Me too] with the work I did and did not see anything out of the ordinary. During my lectures Woodend was mentioned as having a fault line that had only been discovered in the mid 90's. Keep safe. Mar 2 at 8.08 pm.
