NO STOPPING BRICKS! Christchurch Quake Cordon, Zone 2

National State of Emergency, Wed 09.03.11. Two weeks post Christchurch quake, magnitude 6.3, 22.02.11, as I'd already explored some of the recently opened zone 2 of the CBD cordon, including a box of roads between north - south Barbadoes St & Fitzgerald Ave, & east - west Cashel St & Moorhouse Ave, I wanted to explore more of zone 2 in the CBD cordon.

I wanted to see zone 2 northern section, including Fitzgerald Ave, Oxford Tce beside Avon Loop, Gloucester St & Worcester St, where we'd had past & present associations. I'd already been in part of zone 2 cordon for a while during Feb 22 quake afternoon & days later when a NZDF cordon soldier let me walk along deserted Fitzgerald Ave a bit.

On my drive from Burnside to Christchurch CBD, I stopped on Rossall St to coolpix quake damage near Rangi Ruru School: demolished shop, serial quake damaged business, broken houses, fallen & braced garden walls. Some of those brick businesses & brick houses had already been damaged by the Sept 4 quake & aftershocks & were trashed by the Feb 22 quake.

Since the Feb 22 quake, I'd often seen that pattern of quake trashing of old brick & stone bldgs. Gotta ask why those already damaged bldgs were not demolished post Sept 4 quake, as they were already hazardous?

On Bealey Ave / Park Tce corner, I stopped to coolpix a LAV by NZDF cordon soldiers. Looked like the LAV was circulated round CBD cordons to impress the military, more than citizens. The LAV & NZDF soldiers were there to intimidate looters. What an insult to citizens who'd already endured 5 months of quakes.

While I walked in zone 2 that day, I saw the grey, cop helicopter, borrowed from Auckland, circling Christchurch, round & whopping round.

I parked on London St near Leah's school & an undertaker business, 3 Jap media men already camped there, one dozing in a blue van, the other 2 hanging around the funeral home gate. They were still there when I returned hours later.

I would do so too if I were them, banned from the CBD cordon, by NZDF soldiers & cops, after Jap youngsters had died, learning English at a language school in the CTV bldg, when the Feb 22 quake struck. 115 people died when the CTV bldg collapsed & burned, corner Cashel St / Madras St.

Undertaker businesses had the sick habit of advertising their corpse trade on TV, with oily undertakers grinning inanely & their fat wives with short hair looking mawkish. That night an undertaker was featured on TV news complaining about "tactics" of Jap cameramen, silly man, spoke for himself.

I wandered down Fitzgerald Ave & saw two workmen in yellow, Hi Vis vests shovelling silt onto a roadside pile, where I'd seen silt bubbling up in a liquefaction boil, swamping the pavement, hours after the Feb 22 quake had struck.

From the road island I coolpixed Alexandra St, portalooed & cleaned, which on Feb 22 quake day I'd seen flooded & liquefaction silted.

Fitzgerald Ave traffic in zone 3 was confined to two orange, plastic coned, bumpy lanes, by roadside cracks & sink hole at Avon Loop, where Fitzgerald Ave, north bound lane had collapsed.

One side of the road had a huge sink hole by a concrete wall, about 100 m long & two lanes wide, huge longitudinal cracks in the sunken tar seal, massive piles of road rubble at one end.

Another cameraman passed. We both snapped each other at either end of the road sink hole, to show its size, & continued on our way, he to Bealey Ave, me along Avon River.

There were huge cracks, some repaired, & buckling roadside. Near Kilmore St corner, I coolpixed a section of concrete curb which overlapped another bit, sticking up about one metre in the air. The road island by the bridge was badly cracked, so too was River Road going off Fitzgerald Ave.

On Kilmore St corner, I saw St John Ambulance men tending an old man, with bloody face, who'd fallen by the corner. He'd tripped over roadside damage.

After crossing Avon River, I left zone 3 & entered zone 2 of the national state of emergency, CBD zones & entered Oxford Tce, via Kilmore St corner.

Oxford Tce in Avon Loop, where Jake had flatted years ago, was deeply cracked, cracks ranging from half a metre to one metre wide, with massive slumping of the Avon River bank, deeply cracked too, with huge liquefaction boils in places. Lateral spreading started by the 04.09.10 quake just widened in the 22.02.11 quake. Later CERA would red zone most houses along Oxford Tce in the Avon Loop & demolish them.

I passed a quake collapsed, brick, garden wall, with DANGER orange spay-painted on it. I passed a car, wheels trapped in a crack by the road curb.

On a white wall, bordering a block of flats, a USAR / TF hero had yellow spray-painted:

ALL UNITS DAMAGED KEEP OUT

I saw many red stickered houses on that section of Oxford Tce. Willows did fine, but I saw a Lebanon cedar leaning by the river, & wondered if it would be chopped down? Oxford Tce road repairs were progressing, road workers were having lunch, seated under willows when I passed.

A yellow digger stood by a quake tilted, brick, electric substation by the river, a big sinkhole by the bldg. There were huge piles of liquefaction silt on Oxford Tce. The substation survived the 2010-2013 quakes.

Although Jake's flatting house was liquefactioned in the Sept 4 quake, there was no further damage in the Feb 22 quake. CERA later red zoned the house & demolished it.

I saw a new silt island with ducks in Avon River. Cambridge Tce across the river was also quake cracked, by Barbadoes St Cemetery. Holiday Inn by Avon River was closed, fence cordoned, the car park deserted by the no access, red zone cordon. No NZDF soldiers nor cops in sight.

I turned back along no exit Hurley St, wandered through Walnut Tree Park & rejoined Kilmore St via liquefaction silted Bangor St. Three women stood chatting on Hurley St, but I didn't coolpix the quake damaged house by them, its side, brick wall ripped off. I tried not to intrude while coolpixing. Most of those roads in Avon Loop were red zoned by CERA & houses demolished.

On Kilmore St again, I coolpixed quake damaged bldgs near Fitzgerald Ave corner. On Fitzgerald Ave, brick bldgs were severely damaged for the next block, which I called Picwicks bldgs after the antiques business there.

Massive quake damage to Pickwicks bldgs, some 3 storeys high: flattened roof, exposed roof, brick walls ripped off, rooms exposed, office furniture scattered, brick rubble on the pavement & road, behind a fence cordon, hot water cylinder on high, leaning perilously. (Bldg later demolished).

I coolpixed from the road island, taking my chances with loose trees, rather than loose bricks, wayward traffic, dodging road cracks, pot holes & fence cordons.

I used a portaloo on the road isle by Picwicks, with traffic roaring either side - unnerving. The portaloo was grubby, equipped with blue chemicals, toilet paper in a round plastic dispenser & a plastic urinal.

I wandered along Fitzgerald Ave, past quake trashed housing, to Gloucester St.

I wandered past quaked trashed housing, both sides of the street, to NZDF soldiers & red overalled NZRT men at the cordon fence across Gloucester St. Rubble piles lay in gardens, walls were cracked, walls were peeled off, a brick gatepost in 3 pieces lay on the pavement, a collapsed chimney left a gaping hole in a double storey house.

Owner of a ramshackle, 1880s Heritage, double storey house on Gloucester St / Fitzgerald Ave corner, where the rotten, brick chimney collapsed, later wanted Council to cough up $3-4 million to revamp his property into an arts precinct, with a small theatre, on the east side of the CBD. (Weekend Press 14.10.11).

Post quakes, that was just one example of greedy businessmen trying to socialize costs & privatize profits. That greed would escalate to govt level when CERA & CDDU tried to socialize costs & privatize profits with some so-called "anchor projects," like the Blueprint Convention Centre, paid for by taxpayers & maintained by ratepayers. Local hotels would profit from Convention Centre visitors.

I'd boycott that quake damaged property. I expected there'd be more greedy property owners with old, quake damaged bldgs, with hands out begging for easy rebuild money. Paid for by ratepayers of course. Snag was owners of dangerous bldgs had more than enough time to strengthen bldgs before quakes. It was a damned cheek expecting ratepayers to repair their quake trashed bldgs under the guise of community schemes.

At Gloucester St corner, the garage & laundromat did good business, all those quake damaged houses, still not connected to water. Gloucester St was empty, except for an occasional car driving from Fitzgerald Ave then turning back.

I turned back at the Barbadoes St, no access, red zone fence cordon, manned by NZDF soldiers. NZRT men stood around looking important in red overalls and orange hard hats.

When we'd arrived in Christchurch 16 years ago & flatted in Sumner, we'd often parked in Gloucester St when visiting the CBD. I coolpixed several quake damaged bldgs, then walked to Worcester St via Fitzgerald Ave.

Along Worcester St I coolpixed quake damaged houses I'd coolpixed post Boxing Day quake. They were trashed by the Feb 22 quake, like 4 houses in a row, chimneys ripped off, rubble in gardens, roofs damaged, brick parapets & brick walls stripped off.

Why were those hazardous houses not demolished after earlier quakes? One double storey wooden house had done OK, with wood board & metal bracing, unaffected by the Feb 22 quake, the bracing adequate for the Feb 22 quake.

I turned back by the Barbadoes St no access, red zone fence cordon. By one modern bldg, book-ended by two, old, brick walls, cracked & damaged by the Feb 22 quake, I saw yellow words spray-painted on a driveway: NO STOPPING BRICKS! That would've been painted by an USAR / TF or NZRT hero crapping himself! Two workmen on scaffolding boarded up quake damage, where bricks had peeled off the top of a wall.

I returned along Worcester St, crossed Fitzgerald Ave again & continued coolpixing quake damage along Worcester St to Stanmore Rd. A quake bricked Mercedes was parked by a house, side wall stripped off, a heap of rubble.

I wandered past more quake damaged housing on Worcester St. I coolpixed 3 green drawers discarded on Worcester St pavement. By Worcester St / Stanmore Rd corner, I lingered to coolpix close ups of quake damaged, old, brick bldgs I often passed on my daily trek, driving Luke to Sullivan Ave tech campus.

Luke enjoyed his "holiday," catching up with mates, provided by post quake, tech closure. Luke would resume tech on Mar 14 after bldg inspections.

Hibbards Butchery which had relocated from Stanmore Rd, after Sept 4 quake damage, around the corner to Worcester St, was flattened by the Feb 22 quake. Not the only time that happened to Christchurch businesses. Likewise, Visions business which had relocated across Stanmore Rd to the Argonaut bldg was smashed twice by the 2 quakes.

Two people died in Wicks Fish during the Feb 22 quake, when a neighbour's brick wall collapsed onto the fish shop. Sept 4 quake damaged shops corner Worcester St / Stanmore Rd had teetered behind cordon fences, walls stripped off, holes covered in tarps for months.

Except for Talon Arms, the old, brick, death traps, corner Worcester St / Stanmore Rd, were soon demolished post Feb 22 quake. Gotta ask why those old, brick, death traps were not demolished post Sept 4 quake?

Post Sept 4 quake, Council allowed businesses to continue "business a usual" in death traps, like Wicks Fish, next to dangerous, quake trashed bldgs. Deaths resulted from faulty inspections by Council & EQC & bldg owners' complacency. Council's red, yellow, green stickers for quick external inspections of bldgs, were confusing & inconsistent with private engineering inspection stickers. EQC didn't even tell Wicks Fish that EQC had deemed the lethal $4 shop next door dangerous prior to the Feb 22 quake! I was annoyed being told by mayor Parker & other media jabberers how "resilient" I was post Sept 4 quake. Like Heritage fanatics, mayor Parker talked rubbish.

Never mind pre quakes, engineering cock ups at the CTV bldg prior to 2010-11 quakes. But the Royal Commission of Inquiry would winkle that out in the future.

Feb 22 quake, Jake's friend was killed trying to escape a death trap on Manchester St, which should've been closed by Council post Sept 4. There were many more such death traps. Funny how Civil Defence & later CERA went into demolition frenzy in the CBD post Feb 22, as if they were punishing rotten bldgs for Council's & bldg owners' negligence to quake strengthen quake prone bldgs.

I coolpixed Argonaut demolition. It had survived the Sept 4 quake, but collapsed in the Feb 22 quake. Three Singapore, USAR / TF blokes stood around, in case the digger operator came unstuck in his dusty demolition work. Two cops directed traffic & waylaid pedestrians & gawkers.

Council was quick to close public toilets post Feb 22 quake, but slow to close death trap bldgs post Sept 4 & Boxing Day quakes. Early days post quakes, those without home toilets dug their own toilets in their gardens, or made their own out of buckets, until authorities got their acts together, distributing portaloos & chemical toilets.

Toilets & underground sewage pipes were trashed by quakes. Never mind 1 000s of citizens needing to use portaloos or chemical toilets for months to come. Jake included. Some would suffer the indignity of chemical toilets at home; or garden toilets, or roadside portaloos for years. Imagine wandering down the street for a crap at a roadside portaloo & your neighbours watching you. Or having to regularly empty your chemical toilet into a roadside, plastic drum, in full view of neighbours, pedestrians & passing traffic.

Wandering up silt dusty Stanmore Rd again, I coolpixed more quake damage: a flooded liquefaction, roadside, sink hole by a liquefactioned park & repaired road lump; road repairs to Avonside Dr cracks & River Rd cracks, due to lateral spreading; public toilet closed sign; couple of warnings spray-painted on rickety walls: KEEP WELL CLEAR, DONT PARK HERE.

Back at London St I visited Leah, still cleaning her classroom after two days labour, with her teacher colleague. I coolpixed a digger & truck removing choking silt on London St, at last, 15 days post Feb 22 quake. They'd left a large silt boil on the pavement by Leah's classroom, silt ground to a fine powder by gridlock traffic & pedestrians.

When I walked past, silt powder flicked up, like finest talc. Vicious stuff! (A month post Feb 22 quake the rest of London St liquefaction silt was dug away by prisoners. Home made speed limit signs were found on quake trashed roads for months post quakes, as fast traffic & heavy trucks bumping past, felt like continuous quakes for those enduring quake trashed housing. Heavy traffic rumbling past caused more damage to quake trashed bldgs.

Mark: Andrew & Leanne. Goodwill appreciated. House OK, but was shaken & jolted many times during the last 6 months in quakes & aftershocks. An old state house, sturdy 3 bedroom, wooden construction on piles, no frills to shake off. Reckon many more such wooden houses will be built post quakes. Mar 12 at 11:06 am.

  1. Responded to an email from a council worker asking permission to use pics for the Christchurch City Council "Linwood Village" draft recovery plan, namely Stanmore Rd & Worcester St corners, a suburban commercial centre, badly quake damaged.
