Blitzed Peterborough St, Christchurch Quake

Wed 11.05.11. Eleven weeks post 22 Feb, magnitude 6.3 Christchurch quake, I parked my car at the corner of Peterborough St / Cambridge Tce. Weeks ago, when I'd passed that way along parallel Salisbury St, Peterborough St was still in the CBD, No Go red zone, during the national state of emergency.

The national state of emergency was over, but the No Go red zone was still intact, guarded by cops & NZDF soldiers at fence cordon checkpoints. Cordon fences had moved inwards, strangling the CBD red zone more. Peterborough St, fence cordon signs read:

EXTREME
 DANGER
    KEEP
     OUT

Many red stickered bldgs along Peterborough St had DANGER KEEP OUT tape across driveways, or gates, or doors, or windows. In future those bldgs would be demolished.

Council wanted citizens' input for Council to provide CERA a draft rebuild plan for Christchurch CBD, yet citizens were forbidden entry into the CBD red zone, guarded by NZDF soldiers & cops. Citizens were treated like mistrusted kids.

Citizens were expected to gaze at a website of vicarious quake hell, then provide input how to turn the CBD into Christchurch nirvana. Never mind existing in quake damaged houses, crapping in portaloos & chemical toilets & dodging lumps & cracks on broken roads for months.

The red zone website pics were taken several weeks post Feb 22 quake in April & were poor quality, sanitized pics, someone's idea of what a Bollywood quake set should be.

Whoever paid for the pics was vampired - crap colour, dark pics, sun strike pics, poor resolution, no interpretation of ground level pics, no upper storeys where much quake damage happened. Some major red zone streets weren't done, like Barbadoes St, Salisbury St, Peterborough St, Oxford Tce, St Asaph St, Montreal St, the four Avenues. (A year later the website was no longer on the internet).

I wandered both sides of Peterborough St: Cambridge Tce - Montreal St return. There was much liquefaction damage, many quake damaged bldgs, several complete or part demolition sites & a demolition in progress on Peterborough St / Victoria St corner - gouged Early Childhood Education & Antique World bldg.

Southern Demolition digger was not working then, as workmen were chucking debris from the bldg onto a huge rubble pile, stationery fluttering around. On Victoria St stood a smaller salvage heap of copper.

Gotta wonder what valuables were slipped into demolishers' pockets? Nice to be able to demolish hundreds of red zoned, cordoned bldgs, protected by danger signs, fence cordons, cops & NZDF soldiers, without public & owners' scrutiny.

Months later, The Press published stories of demolishers' denials about flogging "salvage" goods at a Christchurch warehouse. Owners had been assured in writing nothing was salvageable. "Looters" were blamed of course. (The Press 11.10.11, Community House demolition).

Later in a published book, Canterbury Employers' Chamber of Commerce boss Townsend said that CBD red zone business owners had sneaked past the red zone cordon to retrieve business records from their cordoned bldgs. Townsend didn't divulge names nor bldgs. If true, cops & soldiers either turned blind eyes, or were dumb. That made Arie Voorkamp's & mate's March hassling by soldiers & cops as "looters" for stealing light bulbs ridiculous. The pair were gaoled without charge for days. Why didn't cops arrest Townsend's sneaky business owners invading the cordon?

Along Peterborough St I saw several groups of NZDF soldiers & cops at their CBD red zone crossing checkpoints. Ghost bldgs all along Peterborough St: red stickered, danger taped, fence cordoned, sunk, tilted or crooked. Empty, tilted, red stickered houses, overgrown gardens. USAR / TF graffiti on pavements, walls & windows were Taiwan, NSW or QLD.

One quake tilted block of 8 flats was evacuated with liquefaction mud a foot deep in places, gates flung aside, garden furniture in deep silt, walls skew, paving stones buckled. Looking into a ground floor flat, I saw jumbled, rotting furniture, mould, scum & green seedlings growing in silt on the rotting, lounge carpet.

Evacuated City Oasis Motel: pots & pans, bottles, crockery, glasses, bedding & mail strewn all over the premises. Signs of quick evacuation everywhere. Those bldgs were not only dangerous, but health hazards. City Oasis Motel was demolished.

On Colombo St corner, closed Office Max showroom: office furniture, shelving & stationery thrown everywhere, not a thing in place, mixed with liquefaction dust.

Peterborough St - Knit World: deep silt outside, doors open, silt on floors, office furniture straightened. Shipleys Audiovisual, liquefaction damaged: door open, broken staircase inside, no one home, long gone. Closed Travel Agency: brochures & poster on floor. Many more damaged bldgs.

Some bldgs, Like St Lukes Anglican Church, corner Manchester St / Kilmore St, damaged in the Sept 4 quake, were trashed in the Feb 22 quake. I saw right through St Lukes transept from one open gable to the other, wooden roof arches OK. St Lukes was deconstructed.

Liquefaction mud was still in car parks, driveways & roadsides. Pavements were cracked, buckled or humped, with burst water pipes trickling water in places.

Two North Islander blokes asked how to see Christchurch Cathedral. "The nearest you'll get is a zoom view southwards down Colombo St from the red zone cordon," I said. "Or go to Worcester St Bridge by Cambridge Tce for a view of Christchurch Cathedral obscured by a red zone, fence cordon & autumn trees."

It would be months before Anglicans deconsecrated Christchurch Cathedral & CERA allowed citizens to part view cordoned, ruined Christchurch Cathedral. Thereafter heritage fanatics would cry, "Save the Cathedral!" And obstructing court cases by retired politicians Jim Anderton & Philip Burdon would retard the rebuild of Cathedral Sq, while Christchurch Cathedral ruin stood abandoned & rotting for years.

Concrete curbs & iron drain covers by Cranmer Court were broken & buckled. Opposite was a concrete slab scoured by digger tracks, where a hotel once stood. Nearby a storage garage stood wide open. By another garage, 3 adults wrestled a crooked door open. Cranmer Court was badly damaged in the Sept 4 quake, trashed in the Feb 22 quake, stone rubble everywhere, Kilmore St side.

After more damage in the June 13 & Xmas quakes, 2011, Cranmer Court was demolished.

Behind the bent Jubilee Clock Tower, grey Victoria Mansions: Cracked back & front walls, wiggly lines of pink, spray-paint on ground level walls, checking for liquefaction settlement.

Peterborough St, CBD side, red zone, many abandoned high rises seen, like PWC, Forsyth Barr & quake tilted Hotel Grand Chancellor. NatColl, where son Jake had done tertiary studies. PWC, Hotel Grand Chancellor & Natcoll were all demolished.

I wandered down Victoria St & saw quake damaged, basement flooded, water pumping, closed, Christchurch Casino; quake damaged Crowne Plaza Hotel & Copthorne Hotel, the latter two in the red zone. Victoria St by Christchurch Casino, no traffic, deserted, a cold wind funnel. Crowne Plaza Hotel & Copthorne Hotel were demolished.

A yellow sticker, dated 2/3/11, on a Christchurch Casino door read: MINOR DAMAGE TO BASEMENT LEVEL COLLMNS (sic). Gotta ask why Civil Defence, then CERA allowed Christchurch Casino to survive demolitions, while many other Peterborough St bldgs were demolished? Having read that sticker, you wouldn't catch me going into Christchurch Casino. I wondered how many more cover ups went on in the forbidden, CBD red zone?

The Press, Wed 18.05.11, reported that Christchurch Town Hall & Convention Centre would not be reopened until the end of 2012. It was moot whether the Town Hall would be demolished. Eight months post Sept 4 quake & 3 months post Feb 22 quake few in authority made any decisive rebuild decisions. Convention Centre was demolished.

28.06.12. Twenty one months post Sept 4 quake & 16 months post Feb 22 quake authorities still dithered. All that happened: More bldgs were demolished & Sutton's CERA formed the CCDU, Christchurch Central Development Unit to Blueprint the CBD rebuild. Isaacs's CCDU overruled any CBD rebuild decisions Council made. Meddling by CERA & CCDU into Council affairs would cause strife & ill feeling over the next few years. Never mind that councillors were elected & CERA / CCDU were govt appointed bureaucrats with overpaid front men like Sutton & Isaacs. When Key & Brownlee ordered, "JUMP!" Sutton & Isaacs squealed, "How far?"

11.05.11. Council conferred with citizens, (Expo) before making a CBD draft rebuild plan for CERA, while CERA waited for Godot. NZ govt & EQC waited for geotech reports about land stability, while insurers counted shekels & passed the buck.

13.05.11 letter we received from our FinTel insurer:

"...You should be aware that for those claims involving EQC, we are unable to finalize these until EQC have made their decision. For properties where the damage is considerable, the work is likely to take months to plan, implement and complete. If your property is in an area severely impacted by the liquefaction issues, EQC and local government response to rectification of these land issues will play a central role in our scheduling of work..."

Many abandoned bldgs across town had hand written signs on doors, trying to contact staff or customers. An example on Salvation Army Divisional HQ door read:

Across the road from the Casino, Early Childhood Education & Antique World demolition site was on another Victoria St / Peterborough St corner. Diagonally opposite the Casino was a clean demolition site, a corner concrete slab, workman fixing underground cables.

Shops & restaurants in Victoria St opposite the Casino were all closed. An Asian Woman packed her car full of boxes from a Pawn Shop. A closed restaurant had broken glasses strewn on patio stones, empty bottles with empty glasses stood by a flower tub, quickly left 11 weeks ago.

Little business on Peterborough St, nor Victoria St, most businesses closed. Little vehicle traffic, but more pedestrians & photographers like me. Vehicles couldn't go into Montreal St from Peterborough St east side & had to turn back at Victoria St cordon, but it was alright for pedestrians to walk through to Park Tce.

The Est@blishment concrete, tilt slab bldg was damaged at 2 corners. The Est@blishment was demolished.

A steel SEWER cover on the pavement had the following graffito:

It wasn't only the dairy industry polluting Canterbury rivers. Pre quakes Council had periodically pumped human effluent into Christchurch rivers for years. Post quakes Christchurch rivers became open sewers, as too much infrastructure was destroyed by the quakes. Despite a battalion of sucker trucks arriving in Christchurch post quakes & transporting crap to Burwood dump, Council merrily polluted Christchurch rivers with more sewage. Clean Green NZ huh?

Besides portaloos on pavements, pissoirs yelled UNDEFEATED posters. But Peterborough St was blitzed.
