VAMPIRES ARE A PAIN IN THE NECK.

05.05.11. Ten weeks post Feb 22 quake, I saw that sign on a camper van, Fitzgerald Ave. Vampires sucked Christchurch blood since the Sept 4, Boxing Day & Feb 22 quakes.

Christchurch vampires perpetuated quake damages. They strained Christchurch's quake messed road, sewage, water, electricity & telecommunication systems & used rental accommodation, before those who'd lost their homes in quakes

Vampires from outside Christchurch were well paid suckers: Contractors; demolishers; sewage suckers; media; military; foreign cops; USAR / TF teams; EQC inspectors (Aussie cops & other incompetents); bureaucrats; backpackers camping at airport; celebrities; foreign, preachy architects; Wellington & Auckland politicians.

Since the Feb 22 quake, I'd wandered Fitzgerald Ave in spurts, according to national state of emergency cordoned zones. Christchurch CBD was still fence cordoned, but I was closer to the silted jugular.

Ten weeks post Feb 22 quake, as I wanted a closer look at Fitzgerald Ave, I parked my car on quake damaged Oxford Tce, near Kilmore St.

05.05.11. I wandered Fitzgerald Ave, both sides, Kilmore St - Moorhouse Ave return. Road lanes were mostly repaired with good traffic flow, some sewage pipe repairs, but pavements were still cracked & buckled, liquefaction silt in places & roadside pot holes.

Further down side streets, CBD side, I saw No Go, red zone areas with blue tarped, NZDF soldiers' guard huts at fence cordons.

Bus depot bldgs near Moorhouse Ave were quake broken, with quake ruined RC Cathedral back drop. Bus depot bldgs were demolished. The RC Cathedral had shipping containers supporting collapsed, twin towers & cracked transept sides. At the other end of Fitzgerald Ave Pickwicks bldgs were part demolished.

One bldg I passed was still liquefaction flooded. A warehouse had Inward Goods & Outward Goods doors jammed closed with liquefaction mud.

Some closed bldgs with broken windows & silted showrooms stank. One showroom had piles of putrid Persian carpets. Another muddy showroom had silted, rusting gym machines. Portaloos polluted Fitzgerald Ave pavements.

Some bldgs were part or completely demolished. Some new bldgs were being constructed, with efforts to preserve some older bldgs. Many quake damaged bldgs were waiting for slow EQC & insurer settlements.

Patched chimneys, tarped roofs, smashed windows, boarded windows, boarded walls, broken walls, crooked structures, liquefaction muddied offices & showrooms stood testament to tardy insurer payouts & no rebuilds.

Whimpering about risks & aftershocks, for many months greedy insurers refused to take on new Canterbury insurance & were slow with payouts. Never mind good years of raking in money with no quakes. Post quakes, insurance premiums increased hugely.

There were many signs on bldgs, pavements, fences & road islands. There were Civil Defence, bldg inspector red, yellow & green stickers, road direction signs, USAR / TF graffiti on walls, windows & pavements. Some unusual signs: WE ARE NOT MUNT'D (destroyed); OUR THOUGHTS TO THOSE WHO HAVE LOST LOVED ONES.

Business signs: A builder's sign near Kilmore St - WE WILL TRY TO SAVE THIS HOUSE. There were many old business signs on Fitzgerald Ave, with some businesses open, some closed, but many new signs soliciting trade, or informing about relocations, or business closures.

There were several business signs on the fence cordon, obstructing traffic, by part demolished Pickwicks bldgs. It wasn't business as usual on Fitzgerald Ave, still mired in quake silt & demolitions, but I couldn't fault business people's tenacity.

Post Feb 22 quake when Civil Defence & CERA strangled the CBD, many businesses relocated to the suburbs. In future, few would return to the CBD. When CERA occupied the CBD, surrounded by abandoned bldgs within red zone cordon fences & NZDF checkpoints, CERA would demolish scores of commercial & residential bldgs. As CERA occupied the red zone CBD for another 2 years, CERA made a mess of encouraging businesses to return to the CBD. By February 2015, few businesses had returned to the CBD. There were some rebuilds by private enterprise, but no Blueprinted, anchor projects were built 4 years post Feb 22 quake.

So much for NZ govt intervention in the form of vampire CERA. Except for elected CERA minister Brownlee, CERA bureaucracy was supposed to disband in 2016, after 5 years' tenure. But CERA would continue in later years, in different form, renamed Regeneration Christchurch, attached to the PM's office. Sucking Christchurch blood was too lucrative for CERA vampires to disappear at dawn.

After Fitzgerald Ave, I drove down Barbadoes St: Provincial Hotel, Cashel St corner, damaged in the Sept 4 quake, was gone.

The RC Cathedral was being deconstructed, stone by stone. Better those piles of broken Oamaru white stones were crushed as limestone soil conditioner.

There were many shipping containers on quake damaged roads, protecting contractors, or bracing unstable bldgs, like outside the RC Cathedral. Shipping containers obstructed traffic, supposedly protecting citizens from aftershock debris. I'd yet to see fallen debris on shipping containers.

There were many home made, SLOW DOWN signs on suburban, quake damaged roads. Vampires drove large, ground vibrating vehicles, yet citizens were chastised by cops for breaking 30 km speed limits on unstable, quake damaged roads. Wonder how much road damage cop cars did on vehicle patrols?
