05.05.11. Ten weeks post Feb 22 Killer Quake, I saw that sign on a camper van, Fitzgerald Ave business. Vampires had sucked Christchurch blood since the Sept 4 Darfield Quake, Boxing Day Quake & Feb 22 Killer Quake. On business windows or next to quake damaged bldgs, business signs had sprouted along Fitzgerald Ave:

The business, tilt slab, concrete wall was propped by steel poles & concrete blocks, white, plastic tape cordoned, DANGER KEEP OUT
Christchurch vampires perpetuated quake damages. They strained Christchurch's quake messed road, sewage, water, electricity & telecommunication systems & used rental accommodation, before those who'd lost their homes in quakes
Vampires from outside Christchurch were well paid suckers: Contractors; demolishers; sewage suckers; media; military; foreign cops; USAR / TF teams; EQC inspectors (Aussie cops & other incompetents); bureaucrats; backpackers camping at airport; celebrities; foreign, preachy architects; Wellington & Auckland politicians.

Since the Feb 22 Killer Quake, I'd trekked bits of Fitzgerald Ave, according to National State of Emergency cordoned zones. Although the National State of Emergency was over, Christchurch CBD was still steel mesh fence cordoned, but I was closer to the grey, quakemired jugular.

05.05.11. I trekked Fitzgerald Ave, both sides, Kilmore St to Moorhouse Ave return. Road lanes were mostly repaired with good traffic flow, some sewage pipe repairs by St Asaph St crossing, but pavements were still cracked & buckled, grey quakemire in places & roadside potholes, like at Lichfield St crossing. Further down side streets, CBD side, I saw NO GO, red zone areas with blue tarped, NZDF soldiers' guard huts at steel mesh fence cordons.

Bus depot bldgs would be demolished. RC Cathedral ghost backdrop, shipping containers supported part collapsed, twin towers & cracked transept sides.
Fitzgerald Ave: A ghost I passed was still liquefaction flooded: warehouse Inward Goods & Outward Goods doors jammed closed by grey quakemire.

Some closed bldgs had broken windows, silted showrooms stank. Several closed businesses had grey quakemire across doorways & in pavement gutters. One showroom had piles of putrid Persian carpets. Another muddy showroom had silted, rusting gym machines. Colourful portaloos polluted Fitzgerald Ave pavements.

Some bldgs were part or completely demolished. Some new bldgs were being constructed. Efforts to preserve some older bldgs. Many damaged bldgs were waiting for slow EQC & insurer settlements. Patched chimneys, tarped roofs, smashed windows, boarded windows, boarded walls, broken walls, crooked structures, grey quakemired offices & showrooms stood testament to slow insurer payouts, no rebuilds. Whimpering about risks & aftershocks, for months insurers refused to take on new Canterbury insurance & were slow with payouts. Post quakes, insurance premiums increased hugely.
Quake damaged houses: 1. 2 storey, fallen brick parapet, roof space exposed, fallen brick chimney, broken wooden balcony, rubble heap in driveway. 2. 2 storey, fallen brick chimney, brick rubble in garden, lower windows boarded. 3. Fallen concrete, garden wall. Steel, garden fence, yellow plastic tape cordoned. 4. Fallen brick, garden wall. Yellow, spray-painted, NZRT graffiti on rest of brick wall & house window, dated 27/2. Green, spray-painted NZRT graffiti on pavement, dated 4/3.

Signs on bldgs, pavements, fences & road islands. CD, bldg inspector red, yellow & green stickers, road direction signs, USAR / TF graffiti on walls, windows & pavements. Another example of confusing Council bldg inspection stickers: Red AND yellow inspection stickers on the same bldg, 4-5 Fitzgerald Ave, 2/4/11, 16.50, Peter Alderton, Level 2 inspection. Yellow sticker allowed access to the bldg. Red sticker forbade entry. Take your pick! Unusual signs:

Ghost house near Kilmore St crossing: Walls wooden braced, windows boarded, black, spray-painted sign on boards: WE WILL TRY TO SAVE THIS HOUSE. Green digger, brick & wood rubble in garden.
Across the road, red stickered Pickwicks ghost, part demolished, a mess: 2 storey, fallen roof, fallen upper storey brick walls, exposed rooms, brick rubble on pavement, steel mesh fence cordoned. USAR / TF orange, spray-painted graffiti on broken wall & pink, spray-painted graffiti on boarded door:

Both graffiti had the usual horizontal line through the middle with surrounding square & circle showing safe entry / exit of bldg by USAR / TF personnel.
Fitzgerald Ave: There were many old business signs on bldgs, some businesses open, some closed. New signs on pavements solicited trade, or informed about relocations, or business closures. There were several business signs on the steel mesh fence cordon, obstructing traffic, by part demolished Pickwicks. It wasn't business as usual on Fitzgerald Ave, still grey quakemired. But I couldn't fault business tenacity, optimism.
Post Feb 22 Killer Quake when CD & CERA strangled the CBD, many businesses relocated to the suburbs. When CERA occupied the CBD, surrounded by ghosts within red zone, steel mesh fence cordons & NZDF checkpoints, CERA would demolish scores of commercial & residential bldgs. CERA's occupation of the red zone CBD & military checkpoints for another 2 years would discourage businesses returning to the CBD. By February 2015, few businesses had returned to the CBD. There were some rebuilds by private enterprise, but no CERA Blueprint, anchor projects were built 4 years post Feb 22 quake. After CERA's demolition frenzy, CERA's rebuild stopped.
So much for NZ National govt intervention in the form of vampire CERA. Except for elected CERA minister Brownlee, CERA bureaucracy would disband in 2016, after 5 years' tenure. But CERA would continue, renamed Regeneration Christchurch. Sucking Christchurch blood was too lucrative for CERA vampires to vanish at dawn. After Labour coalition govt took over, in 2018 Dr Megan Woods would briefly become the Greater Christchurch Regeneration minister & minister responsible for EQC.

After Fitzgerald Ave, I drove down Barbadoes St: Provincial Hotel, Cashel St cnr, damaged in the Sept 4 Darfield Quake, was gone.
RC Cathedral ghost was being deconstructed, stone by stone: piles of broken Oamaru whitestones.
There were many shipping containers on quake damaged roads, protecting contractors, or bracing unstable bldgs, like outside the RC Cathedral. Shipping containers obstructed traffic, supposedly protecting citizens from aftershock debris. I never saw fallen debris on shipping containers.
There were many home made, SLOW DOWN signs on suburban, damaged roads. Vampires drove large, ground vibrating vehicles, yet citizens were chastised by cops for breaking 30 km/h speed limits on unstable, damaged roads. How much road damage did patrolling cop cars do?
